OCHA Situation Report No. 2 Romania - Floods 21 April 2000
Disaster Situation 1. The overall situation is stationary with hardly any change in the areas flooded. The weather forecast for the next three days, according the Romania Civil Protection Command, does not anticipate additional precipitation. 2. The water flow of the Danube river at its entry point in the country remains at 11,300m3/sec. Normal water levels are exceeded as follows: Calafat +81 cm Bechet +85 cm Corabia +65 cm Zimnicea + 46 cm Galati +33 cm. 3. In the Ialomita county a protection dam broke flooding 320 ha agricultural land. Emergency Relief Requirements. 4. The Romanian Government has requested 1,000 tons of diesel fuel and 1,000,000 sandbags with priority. The other requirements remain unchanged from the previous situation report. National Response 5. Relief teams are still working on a 24-hour basis. They concentrate their main efforts on accessing cut-off areas and delivery/distribution of relief items. Strengthening of dams and repairing of important infrastructure is ongoing. Assessment of damage in economic terms by a joint commission of different ministries concerned has been initiated. 6. In the affected areas the following operations have been carried out: Timis county: repair of 572 houses and 3 footbridges in the Costei locality, repair of 6 houses in the Faget area, reopening of the roads Crivina-Poieni and Faget-Nadrag-Gavojdia. Caras-Severin county: humanitarian aid for the 200 victims from the Rusca Montana area. Arad county: rehabilitation of Chisinau Cris - Zerind railway structure, ongoing rehabilitation of the dam of the Ineu and Tipari lakes area. Tulcea county: ongoing rehabilitation of the dams in the areas of Mahmudia, Ilgani, Mila 23, Smardan, Grindu-Vrabia. Braila county: measures to limit the circulation on the river in the Brala harbour area, ongoing rehabilitation of the dams Hoianu-Chiscani, Calmatui-Gropeni and Braila-Siret. 7. During the period 05-16 April 2000, the forces of the Ministry of National Defence participated in operations to limit the effects of floods (2,000 soldiers, 128 trucks, 128 heavy equipment, 33 amphibious vehicles, 20 pneumatic boats, 10 helicopters IAR 330 and one aircraft HERCULES C-130). The costs of relief operations are estimated at an overall 1.62 billion Lei. The achieved value in infrastructure works are estimated at 208 million Lei. 8. Customs facilitation arrangements have been put in place at the entry points into the county. International Assistance 9.
