Balance Requested from ACT Network - US$ 38,664 The revision of the appeal basically constitutes the inclusion of the IOCC program in responding to the recent floods in Romania. The office of IOCC in Romania was recently established in April, 2000 and works directly under His Beatitude Patriarch TEOCTIST with the Partriarchal Diaconia office. IOCC/Bucharest is also an Implementing partner with the USAID-Romania. In fact, the project included here has been fully funded by the USAID and requires no extra funding. For the sake of brevity, the details of AIDRom's proposal will not be repeated here, please refer to the original appeal of 26 April 2000. In seeking to provide assistance to the poor, either in response to emergencies or long term socio-economic development needs, IOCC's fundamental policy is to develop a sustainable indigenous capacity to carry out such programs. All programs are guided by two goals: program integrity and the highest standards of accountability to donors. Overseas offices are established by IOCC when the Orthodox leaders of the country in question have made a request; if there is a need to use IOCC skills to enhance the capacity of the Church and other institutions to reach the poor more effectively; and if the scale of the program requires an on-site presence to monitor targeting of beneficiaries, program implementation and reporting. In January 2000, IOCC received the blessings of His Beatitude Patriarch TEOCTIST of Romania to help the Patriarchate develop its social assistance sector. IOCC officially opened its Romania office in April 2000. IOCC Partners In Romania IOCC/Bucharest's main partner in Romania is the Romanian Orthodox Church. IOCC works directly under His Beatitude Patriarch TEOCTIST with the Patriarchal Diaconia office. By working with the Romanian Orthodox Church, IOCC has access to the entire nation of Romania through the various Archdioceses, Dioceses, and parishes of the Orthodox Church. All of IOCC's activities are coordinated with Church officials and Diaconia Department staff. IOCC/Bucharest is also an implementing partner with USAID * Romania. Together with USAID, IOCC is able to coordinate all activities with those of international governments and donor agencies. IOCC and USAID staffs meet on a regular basis to discuss program direction and new initiatives for NGOs working in Romania. In addition, IOCC is an active member of the ProChild Network, a consortium of NGOs providing coordination and partnering resources for agencies working in Romania. DESCRIPTION Of The EMERGENCY SITUATION 15 counties in northern and western Romania were affected by heavy rainfall and early-melting snow at the end of April 2000. This situation caused severe flooding and disastrous landslides destroying houses, farmland, dams, roads, bridges and other infrastructure. In addition, nine people died as a result of the flooding. Other damage includes: over 4,000 damaged houses, approximately 100,000 hectares of damaged agricultural lands, two localities without water supply, and over 500km of damaged roadways (including 735 damaged bridges) restricting food supply to thousands of families. The current situation still necessitates emergency response. Thousands of families remain in short supply of food. International response to the situation has provided some relief but not enough to cover all counties, especially smaller isolated communities. Areas in greatest need are: Alba Arad Bihor Caras-Severin Hunedoara Mures Timis GOAL & OBJECTIVES Together with USAID and the Romanian Orthodox Church, IOCC/Bucharest will provide targeted assistance to approximately 3,000 of the most vulnerable families. Provide a one-month*s supply of food items to approximately 1,500 vulnerable families. Provide a one-month*s supply of soap and detergent items to approximately 1,500 vulnerable families TARGETED LOCATIONS AND BENEFICIARIES Together with the Romanian Orthodox Church, IOCC/Bucharest has identified 3,000 families as being extremely vulnerable. Information on beneficiaries was gathered by local parish priests and government officials. Beneficiary lists were coordinated with international donor agencies and the Civil Protection Command of Romania, the national agency responsible for coordinating flood assistance. Criteria used for selecting beneficiaries included: amount of food immediately available to family; family access to non-damaged agricultural land/crops; access to alternative food sources; amount of damage to family property, etc. PROPOSED EMERGENCY ASSISTANCE And IMPLEMENTATION IOCC/Bucharest is currently providing the following food relief items to vulnerable families in the flood regions: 5 kg sugar 5 ltr cooking oil 3 kg rice 5 kg flour 5 pkg pasta 5 pkg tomato sauce 4 pc soap 5 kg laundry detergent 5 ltr dish/household detergent PROJECT ADMINISTRATION, FINANCE, MONITORING, REPORTING IOCC/Bucharest*s activities will be supervised by IOCC's expatriate Program Coordinator stationed in Bucharest. IOCC/Bucharest staff will monitor distribution and will be responsible for submitting weekly reports during project implementation. Reports will include a summary of activities undertaken during the preceding period, a projection of actions for the next period and identification of the critical issues. A final report will be submitted upon project completion summarizing the results of the project.
