OCHA Situation Report No. 4 Indonesia - Earthquake 9 June 2000

Situation 1. A second major aftershock of the earthquake measuring 7.9 on the Richter scale which struck Bengkulu province on 4 June, has again shaken the area. This aftershock occurred early in the morning of Thursday, 8 June. The United States Geological Survey gives the following details: Magnitude: 6.6 on the Richter scale Date/Time: 06.45 hrs on 8 June (local time) / 23.45 hrs on 7 June (GMT) Location: latitude 4.6 degrees south / longitude 101.8 degrees east Damage: no reports of damage or casualties have been received to date. 2. According to Bakornas BP, the search and rescue phase is over. Damages 3. Hospitals: - According to the IFRC, hospitals in Bengkulu have been badly damaged and patients are being cared for under tents. Electricity: - Operational in about 20% of the impacted area. Transportation: - The Bengkulu airport is considered operational since 7 June. - Extensive damage has been reported on roads leading to Bengkulu. Communications: - Communications with the area are unreliable. Material Losses: - IDR 50 billion (USD 6 million), according to the media Needs 4. The UNDAC team has ascertained the following needs: Priority needs: - Shelter materials - water containers and water purification equipment - Funds to hire transport to deliver relief supplies to Bengkulu and outlying areas. Longer term needs: - Funds for repairing infrastructural damage and for rehabilitation/reconstruction. 5. According to a situation report issued by the IFRC on 8 June, the provision of hospital facilities, emergency shelter and assistance with the rehabilitation of family homes are the most pressing areas of need. 6. Bakornas BP reports that relief supplies which have already arrived and those en route will probably meet emergency medical needs. National and International Response 7. According to the Office of the UN Resident Coordinator in Jakarta, Bakornas PB has indicated that the Government would welcome international assistance. 8. Updated national and international emergency relief activities carried out since the issue of OCHA situation report No. 3 on 7 June, are as follows: Organization - Relief Activities Indonesia Among others: - The local emergency management authority is handling the situation with support from Bakornas BP - Bakornas BP is undertaking sectoral assessments - Two naval ships are transporting emergency relief supplies - The Ministry of Health is assessing the situation in south Bengkulu - An Indonesian field hospital is operational - The Ministry of Social Welfare is providing shelter materials - The Ministry of Social Affairs is providing rice - Local authorities in surrounding provinces are sending food supplies Belgium - A helicopter based on a naval ship has been lending assistance Canada - CAD 100,000 (USD 67,000) in response to the IFRC appeal Japan - Field hospital operating in Bengkulu Malaysia - Provision of a helicopter Netherlands - 1 naval ship - 2 helicopters (one for UNDAC assessment, mobilized through the OCHA Military and Civil Defence Unit) - NLG 1.5 million (USD 637,000) in response to the IFRC appeal Singapore - Provision of a helicopter United Kingdom - GBP 250,000 (USD 375,000) in response to the IFRC appeal IFRC / Indonesian Red Cross - Carried out an assessment on Enggano island on 8 June - Funding and implementing a 150-bed mobile hospital to arrive in Jakarta over the weekend - The IFRC preliminary appeal has received funding of CHF 3 million to date, relief items are currently being purchased and deployed to the area MSF - Conducting an assessment on Enggano island UN-DMT Jakarta - A coordination meeting was held in Jakarta on 9 June, with some 36 donors/NGOs and international organizations present OCHA / UNDAC - The UNDAC team is carrying out an assessment in the affected area - A meeting with the local emergency response entity and NGOs is planned for 9 June in Bengkulu 9. OCHA is prepared to serve as a channel for cash contributions to be used for immediate relief assistance, in coordination/consultation with relevant organizations in the United Nations system.
