On 6 and 7 July 2000 the city of Masaya and its municipalities were affected by two earthquakes. The first one was of 5.4 on the Richter Scale with its epicenter in the valley of the Laguna de Apoyo, 35 km south of Managua City. It caused comprehensive damage to dwellings and agriculture of peasant farmers in the area. The second earthquake was of 5.2 on the Richter Scale with its epicenter in the hills of the Coyote, affecting directly the city of Masaya and the Municipalities of San Juan de Oriente, Catarina, Dario, Diriomo, Niquinohomo y Nindiri. ACT members in Nicaragua responded immediately with their own resources to help the most needy in the crisis phase. The Lutheran Church of Nicaragua along with Centro Intereclesial de Estudios Teologicos y Sociales (CIEETS) are submitting a proposal to help the most vulnerable of the affected population with reconstruction of houses and income generating projects. The central headquarters of the ILFE is located in the capital of the country. It has experience in the development of emergency actions in the face of natural disasters such as Hurricane Joan in 1987, the tidal wave in 1992 and Hurricane Mitch in 1998. Currently, ILFE is implementing the second phase of the Integral Rehabilitation project for the communities affected by the Hurricane Mitch tragedy. II. DESCRIPTION OF THE EMERGENCY SITUATION Background Two severe earth tremors with an intensity of 5.9 and 5.2 on the Richter Scale shook the southwestern area of Nicaragua on the afternoon of 6 July. The tremors was felt in the entire country with the exception of the departments of Rivas, Leon, Chinandega and a part of Bluefields. Thirteen of Masaya's communities were affected: Catarina, San Juan de Oriente, Diria, Diriomito, Valle de la Laguna, Ermita, Pacaya, Quebrada Honda, El Chilamate, Masaya, El Tunel, Nandasmo, Niquinohomo, and Pacayita. El Valle de Laguna and Ermita were the villages that were most severely hit, with the Los Pueblos Plateau being less affected. The tremors caused mudslides on the lagoon's slopes which totally or partially destroyed houses, latrines and kilns. In addition, there was a suspension of communications, electricity and potable water service. The Lutheran Church arrived with its Medical and Emergency Team at the epicenter of the earthquake in the Laguna de Apoyo (Apoyo Lagoon), almost immediately after the earthquake had struck the city of Masaya. Rescue efforts were coordinated with the Red Cross and the Department Emergency Committee. Medical assistance was offered and supplies and bedding were provided to the victims of the tragedy. The majority of the houses in Masaya and surrounding communities were made of adobe reinforced with wood or cane with roofs made of clay tiles. These constructions have very little chance of withstanding the force of tremors and were mostly destroyed. The tremors also totally destroyed the kilns of the artisans of San Juan de Oriente. Another problem that Nicaragua faces is that the Construction Code, dating back to 1973, has not been updated. However, it does include seismic zoning guidelines that are not always met as they are not freely available to the population. People build where it is convenient for them without taking into consideration, or even knowing about the areas that are vulnerable to seismic risks. On top of the issue of lack of zoning is the problem with quality of construction as it is not rigorously supervised by the Ministry of Construction. GOAL & OBJECTIVES The goal is to contribute to the rehabilitation of the most vulnerable affected families in the proposed sites through an Integral Support Project. This project will supply housing reconstruction materials and food and will guarantee pastoral accompaniment that will help to reduce the pain and trauma suffered. In addition, construction materials will be supplied to rebuild the pottery kilns that will allow artisans to recover their sources of household income and to be reintegrated into the socio-economic activities of the country. Objectives Provision of construction materials for those whose homes have not been repaired/rebuilt. Distribute food to the direct victims of the earthquakes. Support the reactivation of artisan works through the construction of pottery kilns. The majority of these people are very poor and survive by working as domestics, street vendors or by manufacturing and selling artisan goods. Criteria for the selection of the beneficiaries That they be direct victims of the earthquakes. That they have not been given the same type of aid by another agency. That their houses and pottery kilns have collapsed or have suffered partial damage due to the earthquake. Geographical Coverage There are two proposed sites to be benefited in the Department of Masaya. These are the departmental seat (Masaya) and San Juan de Oriente. In Masaya the community assisted will be Monimbo, which was the most affected by the earthquake. PROPOSED EMERGENCY ASSISTANCE AND IMPLEMENTATION The Integral Rehabilitation Project for the Victims of the Earthquake in the Department of Masaya includes pastoral care, food distribution and supplying construction materials for houses and pottery kilns. Food Distribution Food will be distributed to the most vulnerable affected families in three of the nine refugee settlements that were established by the Village Emergency Committees. Each family will have the right to receive one packet every two weeks during one month. The food packages should be considered as a supplement to the family's diet and will contain: 5 kilos of sugar, 5 kilos of rice, 5 kilos of beans, 1 liter of vegetable oil, 1 pound of coffee, 3 units of soap for washing, 1 kilo of salt and 3 plastic bags. Housing Reconstruction This program will allow for the improvement of living conditions for the families affected by the seismic movements in the Monimbo community in Masaya. The selection of the beneficiaries was made by the staff of the LCN - a civil engineer- who made an inventory of the damages jointly with the members of the community. Housing materials will be distributed to the families. The beneficiaries will rebuild their houses by themselves. LCN will provide technical assistance with a civil engineer. Repair and Reconstruction of Pottery Kilns This will enable the artisans of San Juan de Oriente to reactivate the family economy, as their means of production and inventory were damaged by the earthquake - some of the pottery kilns collapsed and others cracked * making it impossible to produce ceramic items that would be sold in order to sustain their families. Construction materials will be supplied to the artisans so that they themselves can repair or reconstruct their kilns. The activities will be developed in coordination with the Quetzalcoal Cooperative and the Mixcoalt Association of which the beneficiaries are members. The beneficiaries will receive training from the National Institute for the support of the small and medium enterprises IMPYME. IMPLEMENTATION & MANAGEMENT Management The Lutheran Church in Nicaragua will be responsible for the implementation and management of the Integral Support Project. The Director of the emergency and Rehabilitation Office will be directly responsible for the implementation activities with the support of a civil engineer and the administrative and voluntary staff of the LCN. The permanent follow up of the activities in the field will be guarantee by two members of the church residing in the area. Finance The funds will be administered according to the existing guidelines and procedures of LCN. Each disbursement will be authorized by the Presidency of the Lutheran Church and will be limited to the budgeted amounts for each component in the total budget for the project. Monitoring The technical personnel will monitor and evaluate the development of the project by measuring the fulfillment of the goal indicators and making on-site visits to the designated work areas. These staff members will write technical reports that will serve as a basis for the final report on activities which will be prepared by the Project Office. The final narrative and financial report will fulfil the ACT guidelines. COORDINATION The activities will be developed in coordination with the local organizations, the government institutions and the others ACT implementing members. As LCN and CIEETS are working in the same communities (which were the most affected) close coordination will be maintain in order to avoid duplications. It currently has a membership of 33 organizations, pastoral committees, and evangelical churches in the country and since its founding, it has given special attention to: Theological and social training to the leadership of the protestant churches Training in sustainable agriculture, ecology and rural development Rehabilitation and development in 200 communities Emergency action and rehabilitation of communities during several emergencies: Hurricane Joan, Hurricane Sunami, floods, droughts and volcanic eruptions and its wide emergency programme and rehabilitation following hurricane Mitch. DESCRIPTION OF THE EMERGENCY SITUATION On 6 and 7 July 2000 the city of Masaya and its municipalities were hit by two earthquakes. The Department of Masaya is the smallest and the most populated department of Nicaragua. It has a population of approximately 250,000 (urban population 130,910 and rural population approximately 119,200, from this 10,000 are farmers). Its economy is based on the culture of basic grains: red beans, corn, sorghum, fruits, vegetables and small ceramic artesian industries, toys made of board, hammocks and woven materials. The city of Masaya has a population of 175,000 inhabitants. The city is located at 22 km at the south side of the city of Managua between the two Lagunas de Apoyo and of Masaya . Its economy is based on ceramic artesian production, hammocks, woven materials, furniture and agriculture (of basic grains, fruits, and vegetables). The majority of the houses are made of a mixture of clay and hay, rocks and with a board structure. The earthquake of 7 July 2000 severely affected the housing structure of the city, the municipalities of San Juan de Oriente, Niquinohomo, and Catarina and the neighbor agricultural communities. Moreover the agricultural communities have been affected by the heavy dry season a national phenomena affecting the country. Contribute to the consolidation of 9 local organizations : Emergency Committee and Rebuilding, also the network of the program promoting interchange between farmers in 6 communities - San Juan de Oriente, the Pastoral Committee in Monimbo, Regional Committee of La Poma, Comejen, Quebrada Honda and Diriomito along with the proposal for the agriculture survival system. Honda, Diriomito and Pacayita Comejen 1 and 2 and Las Pilas Orientales PROPOSED EMERGENCY ASSISTANCE AND IMPLEMENTATION Basic food On 8 and 9 July 2000 a brigade from CIEETS visited the affected places to assess the emergency situation in the city of Masaya, the Valley of the Laguna de Apoyo and San Juan de Oriente. On 9 July a first meeting was convened with the participation of 35 leaders of the different regions, municipality and district of the city of Masaya. They related their experiences submitted reports of the damages which is the basis of this proposal. The major damages were to houses and artesian ovens. Currently, the food situation amongst the most vulnerable and those affected by the earthquakes in July is serious. Drought has caused loss of crops and much of the population lives in extreme poverty exacerbated by the destruction of their ovens and the lack of jobs. The food proposed will be provided to the families as a supplement to the family's diet. One packet will be provided to each family and will contain: 6 kilos of rice, 3 kilos of rice, 3 kilos of sugar, 12.5 kilos of corn, 1 kilo of salt, 1 liter of oil and 1 pound of coffee. This provision is estimated to cover their needs for one month. The food distribution will be made through the neighborhood committees (Comites de barrio). The control and follow up will be made through formats where the beneficiaries will sign receipts for the supplies. The coordinator of the project will supervise this activity. For the families also benefiting from the house construction materials this supplement of basic food will sustain their work in the reconstruction process. The reconstruction should be carried out according to the parameters of the Municipality (10 days) Purchase and distribution of the materials in four communities (1 week) Monitoring and follow up. The purchase of the materials will be made based on three quotations. The storage and distribution of the materials will be the responsibility of the communal leaders. IMPLEMENTATION & MANAGEMENT CIEETS will be responsible for the implementation and management of the Project of Integral Support to the Communities affected by the earthquake in Masaya. Three persons will be assigned to the project: One part time architect as infrastructure technical staff. She has experience in the CIEETS post-Mitch housing program. One emergencies specialist - he is the coordinator of the CIEETS office in Carazo 25%. One part-time project coordinator. The technical personnel will monitor and evaluate the development of the project by measuring the fulfillment of the goal indicators and making regular visits to the designated work areas. These staff members will write technical reports that will serve as a basis for the final report on activities which will be prepared by the CIIETS. The final narrative and financial report will fulfil the ACT guidelines.
