OCHA Situation Report No. 1 Ukraine - Cold wave 14 December 2000
1. Further to a cold wave, which hit the territory of Ukraine at the beginning of December 2000, the Minister of Ukraine for Emergencies, Mr. Dourdynets, has requested OCHA's support in disseminating the list of priority requirements set by National Authorities to restore power supply in the affected region. 2. Prior to the cold wave, a severe ice storm had already ravaged the northwestern part of Ukraine on 27 November 2000. General Situation 3. Twelve Oblasts of the northwestern part of Ukraine have been affected: Vinnitcka, Odeska, Khmelnitcka, Mykolaivska, Kirovogradska, Cherkaska, Chernivetska, Ternopil'ska, Kyivska, Rivenska, Ghitomirska, Khersonska (the first in the list has been the worst affected). 4. The initial cost assessment of the damage made by the Government amounts to UAH 655 million (approximately USD 120 million). 5. The following facilities were still without power supply, as of 12 December 2000: -13 hospitals -8 water scoops -10 bread production facilities -300 boiler houses 7. The following assistance has been or will be offered by the Russian Federation: Medicaments: 520 kg Dry rations: 2000 pieces Tents: 10 sets Winter clothes (jackets and trousers): 500 sets Tool kits for electricians: 300 sets. International response 9. The IFRC has released CHF 32,000 from its Disaster Relief Emergency Fund to begin the delivery assistance, but does not intend to launch any international appeal at this time. 10.
