Mongolia - Winter Disaster (Dzud)

Donors are urged to respond to the UN/Government of Mongolia Appeal for
International Assistance for Mongolia - Dzud
Situation
1. Mongolia is suffering heavily from its second severe winter disaster
(Dzud) in a row. According to an official report put out by the Mongolian
State Civil Defense Board and relayed to OCHA by the UN Resident
Coordinator's Office in Ulaanbaatar, Mongolia, the number of dead
livestock stood at 1.5 million on 15 March. However, the total number of
livestock likely to perish will probably escalate to 1.6 - 1.7 million, as
7 provinces have not reported their updated figures for animal losses.
While the figures for livestock losses given there are conservative, they
are still twice/three times as high as this time last winter.

| - A large number of livestock which had disappeared in |
| snowstorms reappeared near the eastern border of Dornogobi |
| between 2 and 4 March 2001. Due to snowstorms 48,900 animals |
| in Sukhbaatar, 6,000 in Hentii, 4,200 in Omnogobi have still |
| not been found. |

2. In addition, there have been outbreaks of foot-and-mouth disease in
the provinces of Sukhbaatar, Hentii and Dornod. In Sukhbaatar, data are as
follows: 102 animals have died from the disease and 736 are sick. 361 have
been slaughtered and more than 156,000 have been vaccinated. In Dornod, 44
animals have died and 233 been slaughtered. Over 157,000 have been
vaccinated. Quarantine measures have been introduced in the areas touched
by the epidemic in both the affected provinces, and checking points,
disinfecting centres, and slaughtering and carcass disposal sites are in
operation.
National and International Response
3. Following the UN Disaster Assessment and Coordination (UNDAC) mission,
during which 9 people were killed in a helicopter crash in Malchin soum of
Uvs aimag, the UN / Government of Mongolia Appeal for International
Assistance was launched on 30 January, seeking contributions worth USD
7,096,609 in cash and USD 4,682,248 in kind to assist beneficiaries in 73
counties of Mongolia (as reported in OCHA Situation Report No 2).
4. In response to the Appeal, in addition to contributions from
Luxembourg, Switzerland and Jersey Overseas Aid in the United Kingdom, the
Governments of the United Kingdom (DFID) and Denmark have provided
contributions towards the UN Appeal. DFID has allocated a total
contribution of GBP 1 million as follows: GBP 450,000 to the FAO
programme, GBP 75,000 to the UNDP disaster preparedness programme, GBP
250,000 channelled through IFRC and GBP 225,000 through Save the Children.
Denmark has provided DKK 1 million for the UNICEF programme.

5. On 15 March OCHA briefed the Humanitarian Liaison Working Group (HLWG)
meeting in New York, chaired by Luxembourg on the background to the Dzud
disaster and the latest developments in terms of humanitarian consequences
and donor response. The Deputy Emergency Relief Coordinator stressed the
human and social consequences of the disaster and the importance of timely
response.
6. IFRC appealed for CHF 2.86 million (approx. USD 1,736,000) to assist
35,000 people for a 12 month period with food assistance, transistor
radios and first aid kits. Coverage of the appeal stands at 68.3 %.
7. As indicated in the Appeal, donors can make their contributions
directly to the Mongolian Government or to the relevant UN Agency. OCHA is
ready to serve as a channel for unearmarked contributions towards the
activities of the Appeal, which will then be allocated by the UN-DMT in
accordance with agreed priorities. OCHA will provide written confirmation
of their use. Funds channelled through OCHA should be transferred to
account No. CO-590.160.0, Swift code: UBSWCHZ12A at the UBS AG, P.O. Box
2770, CH-1211 Geneva 2, with reference: OCHA - Mongolia - Dzud.
8. For coordination purposes, donors are requested to inform OCHA Geneva,
as indicated below, of bilateral relief missions/pledges/contributions and
their corresponding values by item.

requested to verify this table and inform OCHA Geneva of
corrections/additions/values. Donors are encouraged to notify OCHA Geneva

available.
