A severe drought spreading across Central and South Asia, the Middle East
and Caucasus has also had a dramatic impact on living conditions in
Armenia. The drought has taken a high toll on food production and feed for
livestock, which may result in an increase in mortality rates during the
coming winter months.
The World Council of Churches Round Table has completed a 6-month food
distribution program aimed at alleviating the plight of the affected rural
population. Taking into consideration the volume of needs and recently
arisen funding prospects, WCC RT has chosen to continue implementation of
the same type of humanitarian program described in the original appeal -
EUAR-01 issued on 3 December for another two months.
The WCC RT will distribute flour to the most vulnerable families with
reduced access to food, mainly situated in the areas of Aragatsotn,
Tavush, Gegharkunik and Kotayk.
As funding for this revision/extension has been already secured, ACT is
not seeking any further financial support for this specific appeal.

IMPLEMENTING ACT MEMBER & PARTNER INFORMATION
The Ecumenical Round Table was set up on the initiative of the Armenian
Apostolic Church and the World Council of Churches, with the participation
of the Armenian Catholic and Armenian Evangelical Churches. The Round
Table Programme actually began in 1996. It brings together Armenian
churches, local non-governmental organisations, church-related partners of
the WCC and of the Catholic Church with a shared commitment to working
together to address some of the fundamental social and economic problems
of the country.
The Round Table is an association of inter-church, non-governmental and
non-profit partners. It offers a platform where partnership can be
implemented through concrete actions. The Round Table's main instruments
are its projects and loans for developmental assistance in the two
priority sectors of education and social diaconia.
Armenia RT implemented an ACT-assisted flood emergency project back in
1997 when it took part in relief/rehabilitation assistance in South
Armenia which included repairs of water lines, operation of soup kitchens
for flood victims, flood clean-up, medical supplies for hospitals and
agricultural seeds for the farmers affected by the floods.
DESCRIPTION OF EMERGENCY SITUATION
GOAL & OBJECTIVES
Goal: To assist the most vulnerable groups of rural population of the most
affected regions of Armenia to cope with the difficulties created by
severe drought in Armenia.
Objectives: To increase food security and improve nutritional status among
the most vulnerable households of the most affected regions in Armenia.
TARGETED BENEFICIARIES
Armenia RT food assistance intervention will target the households that
are most affected by the drought in the most vulnerable settlements of the
regions most affected by the drought.
Locations for Proposed Response
Four regions of Armenia Aragatsotn, Tavush, Gegharkunik and Kotayk.
Proceeding from RT estimations and possibilities have arrived at the
following figures:
Aragatsotn - 810 households
Tavush - 350 households
Gegharkunik - 400 households
Kotayk - 320 households
Total: 1,880 households.
Criteria Used in Beneficiary Selection
Armenia RT staff works closely with international organizations (WFP, FAO,
UMCOR), local government bodies, and dioceses to identify the group of
affected rural households who are eligible for assistance and who were not
covered by other donors. Diocese and field office representatives are in
the constant contact with local authorities.
PROPOSED EMERGENCY ASSISTANCE & IMPLEMENTATION
Food
Wheat flour: one 50 kg bag per household. 65 kg of bread is baked out of
50 kg of flour, which is enough for one month per household.
Implementation Description
The purchase of food will be done locally. RT office will conduct a
survey and decide whether to purchase flour which will be transported to
the regions for further distribution by the representatives assigned by
the heads of the partners per finalized beneficiary lists. The copies of
signed distribution lists will be submitted to the RT office upon
completion of food distribution.
Required personnel: The Emergency officer is responsible for all
operations. He will make the purchase of flour, then organize its
transportation to the sites for distribution. Distribution will be
conducted through the dioceses and field offices under the supervision of
the heads of the dioceses. One car for the officer and trucks will be
rented.
Records will be kept to track distribution of flour and as a basis for
future reporting.
ADMINISTRATION, FINANCE, MONITORING & REPORTING
Administration
The overall project management, implementation, reporting and accounting
will be responsibility of emergency officer.
Monitoring
Monitoring will be undertaken by RT office staff to ensure the compliance
of implementing partners with the requirements of RT and ACT. The impact
on the targeted beneficiaries will be assessed as well.
IMPLEMENTATION TIMETABLE
Two months upon receipt of funds.
CO-ORDINATION
A number of international organizations plan to provide food assistance in
Armenia. WCC Armenia RT participates in Drought Task Force group under
the patronage of WFP that coordinates efforts of international
organizations in providing assistance for overcoming drought effects in
Armenia. Armenia RT will work closely with the organizations involved
here so that avoid duplication of assistance.
