Chad Floods
19 October 2001
This report is based on information provided by the United Nations
Resident Coordinator's Office in Chad.
Situation
1. Torrential rains in September and October provoked flooding which
affected 129,500 people and killed 100 persons. More than 11,000 houses
were destroyed and 7,000 hectares of farms flooded.
2. Areas most adversely affected are Western and Eastern Logone; Middle
Chari; Eastern and Western Tandjillé; and Mayo Dallah.
Needs
3. An information sharing meeting, between UN System and other partners
(French Embassy and the European Union's Delegation) was held on 8 October
and concluded on the following needs:
- Food assistance - 2901.6 MT (as indicated below)
- Mats in plastic - 129,500
- Blankets - 129,500
- Mosquito-nets - 129,500
- Tents - 26,280
Participants noted that some areas have been deeply affected by floods and
that emergency assistance is needed. However, they mentioned that a
comprehensive analysis of the situation and appropriate targeting of
beneficiaries should be undertaken.
4. Information on the food needs have been detailed by the Government in
each Department as follows:

National and International Response
5. The Government officially made a request for international assistance
on 28 September 2001 to the UN Resident Coordinator's Office.
6. UNICEF and WHO expect, in collaboration with the Health National
Authorities, to assess needs for medicines and water treatment for people
living in the areas affected by the floods. WFP will assess emergency
assistance food needs for the most vulnerable people. FAO recommends
development of new agricultural projects in the sub-urban areas in order
to mitigate the effects of the floods and expects to mobilize 18,000 tons
of cereals. FAO also suggests the strengthening of preventive support
actions.
Coordination
7. On 19-20 September and on 4 October 2001, the Government together with
the UN System and other partners (The French Embassy and the European
Union's Delegation) carried out joint assessment missions and drafted a
plan of action destined to help the affected people.
8. OCHA is in close contact with the UN Resident Coordinator's Office in
Chad and will revert with further information as it becomes available.
