CHURCH WORLD SERVICE: EMERGENCY RESPONSE PROGRAM EMERGENCY APPEAL: CAMBODIA DROUGHT RELIEF #6947 for $50,000 October 23, 2002

SITUATION: According to assessments made by CWS-Cambodia staff and the National Committee for Disaster Management of Cambodia (NCDM), drought conditions through June 2002 are affecting more than 1.5 million people in eight provinces across Cambodia. During the usual growing season this year, less than 50 percent of cultivated land was saturated enough for planting the rice crop. Then, in mid-August, heavy rains and monsoon flooding that claimed 29 lives also caused damage to many of seedlings that were planted. The assessments from CWS Cambodia and its partners estimate that of the affected population, more than 500,00 people face serious food shortages. RESPONSE: CWS Cambodia has been engaged in relief and development work in Cambodia since 1979. CWS, in close collaboration with local partners and other non-governmental organizations (NGOs), are assisting 12,000 of the most vulnerable families in eight provinces--Svay Rieng, Battambong, Bantey Mean Chhey, Kompong Thom, Phnom Penh, Kandal, Prey Veng, and Kratie. GOAL & OBJECTIVES The overall aim of this response is to assist the most vulnerable and needy of the affected population to recover by enabling them to work and salvage what may be left of their crops while also helping to build these communities' capacities to better manage future emergencies. Objectives: To fund a food for work program for community infrastructure repair to ponds, wells, and homes To provide short-term rice seeds and other planting materials such as vegetable seeds, cassava, sweet potatoes and corn. To build the capacity of CWS respective communities and Cambodian non-governmental organizations (CNGOs) partners to establish appropriate disaster preparedness and response plans. To work in co-ordination with the NCDM at the provincial and central levels to build their confidence and competence in their role as the nations lead agency for disaster preparedness and response. The following assistance is being provided as appropriate to each area: Short-term rice seed and pumping machines to channel water sources, white rice, vegetable seeds, corn, cassava and sweet potatoes; and house repair and reconstructing activities. The budget for this appeal includes $128,753 for food items, $5,075 for transportation, storage and handling, and $2,800 for house repairs.
