Indonesia - Earthquake
1 November 2002
This situation report is based on information provided by the authorities
in the affected region, the OCHA offices in Jayapura and Jakarta, the
IFRC, and press reports.
Event and Impact
1. On 10 October 2002 an earthquake measuring 7.6 on the Richter Scale
struck Manokwari District, in the province of Papua, Indonesia, affecting
9 sub-districts (Ransiki, Manokwari, Bintuni, Windesi, Anggi, Prafi,
Warmare, Oransbari, and Wasior). Ransiki and Oransbari sub-districts were
the worst affected. Several aftershocks were registered.
2. The Satlak (District Executing Unit for the Management of Disasters
and IDPs/Refugees) reported that 8 people had died and 632 people been
injured, 6 of them seriously. In the 9 sub-districts affected, the
Government has recorded 1,000 homes as severely damaged, 690 homes as
partially damaged, and 14 mosques, 46 churches, 44 office buildings, 21
schools, 7 halls, 2 markets, 30km of road, 5 bridges, and 71 other
buildings as damaged.
3. Several small villages on Rumberpoen Island (Yambekiri, Yomakan,
Yari-yari, and Kaprus) in the sub-district of Ransiki have been severely
affected. Although no deaths were reported, one person was seriously
injured, and 298 families (1,387 people) were affected. Many people sought
shelter in the mountains as their houses had been leveled to the ground.
They received assistance for the first time during an assessment mission
by the Manokwari Satlak from 12 to 14 October.
4. In Oransbari Sub-district, 297 families have been affected, 109 houses
severely damaged and 159 houses, 6 government buildings and a pier
partially damaged. The victims of the earthquake received assistance for
the fist time from the visiting Satlak team during the mission mentioned
above.
5. Twelve villages of Anggi Sub-district, in the Highlands area, have
been affected. One death was reported, and 56 houses have been severely
damaged.
National Response
6. A Disaster Operations Centre involving the Police Department in
Manokwari, the General Hospital, the Health District Office (Dinas
Kesehatan), and the military was set up in Manokwari Town on 13 October.
7. The Satlak Coordinator of Manokwari District reported on 25 October
that the distribution of assistance had been distributed to the victims of
the earthquake in 3 of the 9 affected districts. A total of 23 MT of rice,
6 packs of tea, 1 MT of sugar, 340 packs of foodstuffs, 234 tents, 50
sacks of cement, and 5 bales of medicine has been delivered to Manokwari,
Oransbari and Ransiki sub-districts.
8. Emergency assistance from the Indonesian Red Cross (PMI) and IFRC
reached Manokwari on 25 October. The distribution of assistance by truck
to the affected population in Oransbari (84 family kits and 84 plastic
sheets) and mainland Ransiki (289 family kits) sub-districts was carried
out and completed on 26-27 October. On 28 October, 243 family kits and
plastic sheets were distributed by boat to Isenebuai (45), Yumakan (61),
Yanbekiri (87), Yari-Yari (25), Kaprus (25) on Rumberpoen Island and other
affected islands in Ransiki Sub-district. The distribution of 129 kits and
123 plastic sheets in Anggi District in the Highland areas is still a
problem as landslides have occurred and the alternative route is by air.
9. An OCHA staff member based in Jayapura, Papua conducted an
information-gathering mission on 25-28 October to collect data and assess
the situation in disaster-affected areas of Manokwari, Ransiki, and
Oranbari sub-districts and meet with the local authorities.
International Response
10. Even though Indonesia did not request external assistance, the
International Federation of Red Cross and Red Crescent Societies (IFRC)
issued on 18 October an Appeal for US$ 254,000 to respond to the immediate
needs of 4,000 affected families, in particular shelter and household
items, as well as shelter rehabilitation needs.
11. At the request of the OCHA office in Jakarta and the UN Humanitarian
Coordinator for Indonesia, OCHA has provided an Emergency Grant worth US$
20,000 to contribute to the costs of transportation by air by the IFRC of
300 plastic sheets and family kits from Surabaya, East Java to Papua.
