OCHA Situation Report South Asia Earthquake Logistics Bottlenecks as of 30 December 2005 30 December 2005

Source: UN Office for the Coordination of Humanitarian Affairs Current Issues Cargo Capacity Currently, no problems involving lack of cargo capacity on either air or surface transport are reported. UNHAS Under the current funding situation, UNHAS will only be able to keep up its activities at its current rate until the 10th of February. This does not include four helicopters funded by DFID until the 3rd of May. (Logistics Cluster Meeting, 26.12.05) Eid During the Eid holiday (10-11 January) less transport capacity will be available. Agencies are advised to plan their deliveries accordingly. (Logistics Cluster Meeting, 29.12.05) UNHAS has enough capacity to operate in this period provided cargo movement requests have been submitted in time. (UNJLC Islamabad, 30.12.05) Police Escorts The grace period for police escorts until 31st of December has never materialised, which has hampered free movement for agencies. (UNJLC Islamabad, 30.12.05) Security WFP reports two cases of looting in the Muzaffarabad area. These incidents have been reported to UNDSS, the FRC and the local police. (Logistics Cluster Meeting, 29.12.05) Developments Cargo Space on NATO-flights Cargo space for the NATO-flights from Europe to Pakistan can be requested via the standard cargo movement request system managed by UNJLC. (UNJLC Islamabad, 30.12.05) De-icing equipment UNHAS is planning to build its own de-icing equipment which will be ready in approximately three weeks. (UNJLC Islamabad, 30.12.05) Assessments The Pakistani Military have announced that all earthquake-affected areas have been assessed. (Logistics Cluster Meeting, 29.12.05) NFI Pipeline UNJLC is using the Logistics Supply System (LSS) to gain visibility over the NFI pipeline. The LSS was developed by PAHO and WHO as an interagency UN logistics supply management system. WHO has been using it to manage its logistics chain for its South Asia Earthquake response.
