OCHA Situation Report No. 46 South Asia - Earthquake - Pakistan 16 June 2006

The Camp Management Organization has finalized the elaboration of the relocation plan of the 18 villages at risk of landslides. The tentative plan is to relocate the people by the end of June and first week of July. The existing 40 camps have enough capacity to accommodate 12,500 persons whilst the estimated figure of affected people is currently between 10,000 and 15,000. Under the leadership of the Programme Manager of the District Reconstruction Unit (PAK and NWFP), Working Groups started functioning as coordination mechanisms established after the closure of the Clusters. The priorities of humanitarian operations are: (i) identifying transitional camps for residual caseload; (ii) providing essential services in places of origin and residual camps; (iii) monitoring IDP return, including carrying out the return barrier survey; and (iv) monitoring relocation in the camps for the population belonging to 18 villages. SITUATION OVERVIEW: Security The security situation remained calm in the earthquake-affected areas except for an incident in Muzaffarabad. On June 09, UNDP team of nationals was attacked in Chattar Klas by a local mob and the driver was injured. In response to the incident and given the location on the highway between Islamabad and Muzaffarabad, UN staff is advised not to stop while travelling. IDP Returns and Residual Caseload As of 11 June, 85% of the families in IDP camps have returned to their places of origin. The breakdown of IDP returns is as follows: Bagh 86%, Batagram 97%, Mansehra 96% and Muzaffarabad 78%. The total vulnerable residual caseload (mainly landless) is 3753 families, 19238 individuals. The total number of residual camps is 40 that will later be consolidated into 37. Registration and Returns Barrier Survey, funded by OCHA and carried out by IOM in collaboration with CMO, is expected to be completed by the end of June. The relocation figures are constantly changing. CMO informed on 14 June, after the final re-assessment, that the numbers of affected people is estimated at 7,000. These people will then be evacuated and relocated to the existing consolidated camps. UN Base Camps In Muzaffarabad the national staff will leave the UN compound by 15 June 2006. The compound will then be used as offices for all agencies and accommodation for international staff only based on the request of the Government to relocate internationals in one place. Missions A three-member delegation comprising UNDP, the UN Resident/Humanitarian Coordinator, and OCHA Islamabad visited Muzaffarabad on 15 June 2006 with the objective to assess the general coordination needs of District Reconstruction Unit (DRU) of SERRA (the provincial branch of ERRA in Pakistan-Administered Kashmir), UN Agencies, and NGOs. Government Liaison / Coordination Activities In the framework of the new coordination setting, the meeting of UN Heads and Members of Working Groups Meeting was held on 15 June 2006. The meeting was convened and chaired by the Programme Manager, DRU of SERRA, Muzaffarabad. OCHA is providing secretarial support to DRU and CMO. WORKING GROUP UPDATE CAMP MANAGEMENT 1. Camp Management Organisation (CMO) has finalised the relocation plan, which was submitted to the authorities for approval. Once approved, it will be shared with the agencies. The tentative plan is to relocate the people before the monsoon by the end of June and first week of July 2006. The IDPs will be relocated preferably to the consolidated camps near their native places. The existing 40 consolidated camps have enough capacity to accommodate at least additional 12,500 people. 2. In Muzaffarabad, the CMO has held meetings with sectoral working groups such as Health, Education, Protection, Food and Nutrition, and Water and Sanitation (WatSan) to discuss the needs and facilities in the camps. 3. New camp managers for two transitional camps in Mansehra (Siran Sialkot and Kashtra) have been hired by UNHCR. Moreover, the electricity which had been disconnected by the Water and Power Development Authority (WAPDA) has been restored at both sites. WATER AND SANITATION 4. In Muzaffarabad, water and sanitation is a major concern in the camps. CMO in collaboration with partners is conducting a technical assessment to determine the options for sustainable water supply and sanitation facilities in the camps. The tankering water will be stopped by first week of July 2006. The report will be presented on 16 June. 5. UNICEF is going to launch an extensive hygiene promotion plan for 1058 schools in Muzaffarabad focusing on child-to-child approach and community-based approach. HEALTH 6. The Working Group in Muzaffarabad finalized the Cholera Preparedness Plan. WHO, MSF and Merlin are conducting rapid assessment of health facilities in the camps and will present the report next week. 7. WHO has finalized 99% of 35 planned prefabricated Basic Health Units (BHUs) in the earthquake affected districts, of which 95% (32) have officially been handed over to the local authorities. Almost 80% of the BHUs are functional. EDUCATION 8. The Working Group held a meeting and discussed the plan and option to consider the education facilities for the relocated children. Preference will be given to admit the children in Government schools nearby their camps. If not, alternate schools will be re-established in the camps. FOOD AND NUTRITION 9. On the request of CMO, WFP has completed food distribution of 239 MT (one month ration, 55.8 kg / household) to 4277 families in Muzaffarabad camps. PROTECTION 10. In Mansehra, the Protection Network has developed a discussion paper in order to assist the District Coordination Officer (DCO) in its work. The paper highlights the concerns regarding conditions in the residual camps, key obstacles to durable solution. The paper is based on field assessments and profiling conducted by the members of the Protection Network (IRC, NRC, Plan Pakistan, Save the Children Sweden, Terre des Hommes, World Vision and UNHCR). 11. The report on Protection in Muzaffarabad, written by the Protection Cluster, Muzaffarabad, identifies -inter alia- the need for: (i) an information campaign addressed to the population subject to relocation; (ii) mechanisms to monitor relocation; and, (iii) activities of capacity building for the CMO. LIVELIHOOD 12. Out of the total 174,339 number of forms circulated for the livelihood cash grant, 124,000 forms have been scrutinised. Out of the scrutinised forms 35,000 forms have been cleared for making disbursements to eligible families. LOGISTICS 13. UNDSS will take over roads reporting from UNJLC as from 1 July. WEATHER AND ACCESSIBILTY 14. The weather remained pleasant after a few rains with all major routes open. General Information 15.
