OCHA Situation Report No. 2 Indonesia: Volcano Mt. Merapi, Central Java Province 20 April 2006

This report is developed by HC/RC Office in Indonesia based on information provided by the Research and Technology Development Agency for Vulcanology (BPPTK) Yogyakarta, National Coordinating Board for the Management of Disaster (BAKORNAS PB), District Executing Unit for the Management of Disaster (SATLAK PB) of Boyolali District, Magelang District, Sleman District, Indonesian Red Cross (PMI), Department of Health, Department of Social Affairs, Disaster Research Center University of Gajah Mada Yogyakarta, and media reports. I. SITUATION 1. BPPTK Yogyakarta reported (20 Apr.) that there is no indication yet to raise the level of alertness from level III to the highest one (level IV which means eruption is most likely to happen in a matter of 24 hours). BPPTK 19 Apr. observation reported 113 multi phase tremors, 13 streams of lava, 8 volcanic tremors, with white and thick SO2 smoke of 400 m height from its crater. 2. Sultan Hamengkubuwono X, the Governor of Yogyakarta Province, encouraged (19 Apr.) the evacuation of vulnerable groups (pregnant women, elderly and children) to safer areas. 3. Based on PMI data (20 Apr.) from their sources in SATLAK in each district, the number of affected people in Boyolali is 6,399 persons, in Magelang 33,458 person, in Klaten 1,050 persons, in Sleman 18,967 persons. II. NATIONAL RESPONSE 4. Satlak PB Boyolali reported (20 Apr.) that the local government has also encouraged the community particularly the vulnerable groups to evacuate to safer areas. 5. Satlak PB Magelang reported (20 Apr.) that their community has started to request evacuation. The local government will start selected evacuation (only for vulnerable groups of pregnant women, elderly, and children) starting tomorrow morning (21 Apr.) Head of Kesbanglinmas (Community Protection Unit) raised his concern on the lack of HT availability in his district, which will hamper evacuation process once an eruption occurs. 6. Satlak PB Sleman reported (20 Apr.) that both local government and community are still in stand by position and ready for evacuation. 7. BAKORNAS PB reported (20 Apr.) that based on the coordination meeting of 18 Apr. heads of the affected districts (Boyolali, Magelang, Klaten and Sleman) are granted the authority to coordinate the resources available in their districts for emergency response once an eruption occurs. 8. The Indonesian Red Cross deployed (20 Apr.) two staff for water and sanitation assessment. PMI's SATGANA (Field Action Team) and Youth volunteers of the most likely affected districts have been put on alert and standby. 9. Minister of Social Affairs visited "Merapi Belt" area - the most affected districts, i.e. Boyolali, Magelang, Klaten, and Sleman on 19 Apr. The purpose of his visit was to monitor the preparedness of district operational posts of Department of Social Affairs and the community. III. INTERNATIONAL RESPONSE 10. A joint WHO, Ministry of Health and University of Gajah Mada team is traveling (20 Apr.) to the area to undertake a rapid preparatory assessment. 11. The UN RC/HC Office in Jakarta will continue to be in direct contact with pertinent government and non-government institutions, as well as with the Indonesian Red Cross to monitor the situation 12.
