The Philippines, Vietnam and Thailand: Typhoon
3 October 2006
This situation report is based on information received from OCHA Regional
Disaster Response Advisor based in Kobe, its Regional Office for Asia and the
Pacific in Bangkok and media reports.
Overview
1. After hitting the Philippines on 28 September, Typhoon Xangsane landed on
Vietnam on 1 October and swept a number of central and central highlands
provinces. Then the Typhoon moved to Thailand where gradually weakened to
tropical depression but still brought heavy rain to many parts of the country.
Situation and National Response in the Philippines
2. Typhoon Xangsane (local name Milenyo) devastated the Philippines on 28
September. According to the National Disaster Coordinating Council, 98 people
have been killed, 81 people injured, 72 people are missing. Nearly 400,000
families (approximately 2 million people) have been affected to various degrees
in 19 provinces. The number of damaged houses is 208,442 of which 56,778 were
totally damaged. The loss is estimated at PHP 1.33 billion (approximately USD
26 million).
3. The government estimates the cost of relief assistance at PHP 9.4 million
and PHP 51.5 million worth of standby resources are propositioned at the
National Resource Operations Center and field offices.
4. Although the government has not requested any international assistance,
according to the rapid needs assessment conducted by the government, the
following items are urgently needed:
- Food (canned goods, noodles, food packs/meal ready to eat, infant
milk/cereals)
- Non-food items (blankets, used clothing, toiletries)
- Water tanks, Purifiers, Bottled waters
- Logistics, including generator sets, trucks, heavy duty lightning and
cleaning equipment
-Tarpaulins and shelter construction materials both for housing and school
buildings
-Emergency telecommunications

5. The Typhoon swept a number of provinces, especially Da Nang City, Thua
Thien-Hue, Quang Nam and Quang Ngai. According to the media reports, at least
16 people have been killed, 72 people injured and nearly 12,000 houses were
destroyed.
6. Provincial and local authorities evacuated approximately 180,000 people from
areas vulnerable to landslides and floods ahead of arrival of the typhoon on 1
October.
Situation and National Response in Thailand
7. People in the Northeast and the North areas were warned to be prepared for
potential rains and floods beforehand.
8. On 3 October, the Department of Disaster Prevention and Mitigation (DDPM)
has instructed all its provincial offices in the North, Northeast, Central
Plain and the South to be on 24-hour alert and prepared for potential flash
floods, strong winds and landslides. The Army has deployed forces across the
country to support DDPM work.
9. The Royal Irrigation Department (RID) continues to monitor water levels of
key rivers and their tributaries and those of major hydropower and irrigation
dams to prevent dam burst.
10. The Mineral Resources Department issued warnings of potential mudslides and
landslides in highland and hill-country areas.
11. The Thai Red Cross, national and local relief NGOs have been providing
relief kits and food to the affected people.
12. OCHA remains in close contact with respective governments and UNDP offices,
and will provide further information as it becomes available. This situation
