Viet Nam: Typhoon Durian

This situation report is based on information received from the United
Nations Resident Coordinator's Office in Hanoi (UN RC), OCHA's Regional
Office for Asia and the Pacific (ROAP) in Bangkok and media reports.
Situation
1. After leaving the Philippines, Durian skirted the southern tip of
Viet Nam. According to the UN RC's Office in Hanoi, at least 85 people
have been killed, 10 are still missing and 1,360 people injured. Almost
50,000 houses collapsed, 195,000 were damaged and 806 boats sunk. The
total economic loss is estimated at VND 7,314 billion (approximately USD
456 million).
National and International response
2. The Gov has provided VND 150 billion (approximately USD 9 million) to
support mainly rice and compensation to families who lost relatives and
their homes.
3. The International Federation of Red Cross and Red Crescent Societies
has appealed for USD 2.5 million to provide 10,000 household kits,
support 4,000 households with emergency relief and immediate
rehabilitation and to rebuild 1,000 houses. About 37% of the funding
requirements have been met, but in terms of houses, only 30 houses will
be built (at the cost of USD 1,000/house).
4. The US Government has donated USD 100,000. Oxfam will provide USD
200,000 for projects in the most affected provinces.
5. Oxfam, Care International and Save the Children on behalf of the UN
Disaster Management Team (which brings together the UN, government and
NGOs), are carrying out a rapid needs assessment in the worst affected
province of Ben Tre. The national Red Cross also carried needs
assessment and highlighted the following unmet needs:
- Shelter: plastic sheets and roofing materials (approx. 3 million
square metres roofing panels
- Reconstruction of houses and schools
- Supplementary food and education materials
- Water supply
6. OCHA is in close contact with the UN Resident Coordinator's Office in
Hanoi and ROAP and will revert with further information as it becomes
