This report has been prepared by the UN HC/RC Office in Indonesia based
on information provided by the National Coordinating Board for the
Management of Disaster (BAKORNAS PB), the Provincial Coordinating Unit
for the Management of Disaster (SATKORLAK PB) Jakarta, the Indonesian
Red Cross (PMI), the Meteorology and Geophysics Agency (BMG), and media
reports.
I. SITUATION
1. While some people have been able to return home and start clean up
activities, others have remained in shelters as waters continued to
inundate their homes. Some were forced to leave their homes again as
heavy rains during the weekend in some parts of JABODETABEK caused
flooding. Some hospitals remain overwhelmed with the new surge in
patients, although the Ministry of Health (MoH) has sent additional
medical workers and equipments. As of today, according to MoH,
inpatients in different JABODETABEK hospitals amount to 1,627. Out of
that total number, 1,066 patients suffer from diarrhoea and 329 from
dengue. Meanwhile, outpatients have totalled 208,650 persons in 69
health posts. Leptospirosis patients have increased to 39, out of which
two have recovered and one died. According to BAKORNAS PB, the highest
number of dengue and diarrhoea patients is found in North Jakarta. Local
authorities have intensified fogging, fumigation, and chlorination
activities in North Jakarta as part of their efforts to stop the
widespread of diseases.
2. BAKORNAS PB informed that as of 18 February, some areas in DKI
Jakarta remain flooded. In East Jakarta, these include the sub-districts
of Jatinegara (Cipinang Besar Utara and Cipinang Besar Selatan) and
Makassar; in South Jakarta some of the sub-sub districts affected
include Mampang Prapatan (Bangka, Tegal Parang and Pela Mampang), Pasar
Minggu (Cilandak Timur), Kebayoran Lama (Pondok Pinang and Kebayoran
Lama Utara), Kebayoran Baru (Cipete Utara, Petogogan and Rawa Barat),
Cilandak (Cilandak Barat and Pondok Labu), and Jagakarsa (Lenteng
Agung), where water levels vary between 5 to 100 cm. BAKORNAS PB has
alerted the community and authorities in Jati Asih, Bekasi, to remain
cautious as heavy rains continue in Cileungsi and an embankment in
Pondok Gede has been destroyed.
3. According to Bakornas data, there are as of 18 February, 9,370 people
displaced and 68 have died as a result of the flooding. The following

Additionally, a total of 7,070 houses in East, West, South and Central
Jakarta have been heavily damaged, 11,545 houses have been moderately to
slightly damaged, and 13 houses were washed away. 498 worship places
have also suffered damages.

To date, Bekasi City and District have been cleared of floods, as well
as Karawang Sub-District. Around 10 cm of water remain in Gembor
Sub-sub-district, Priuk District. In total, there remain 680 IDPs in
Priuk and Gembor sub-sub-districts, Priuk District.
4. Heavy rains have also affected other parts of Indonesia during the
weekend. In Dusun Ngabean, desa Tunjungsari Windusari sub-district,
Magelang, Central Java, torrential rains triggered landslides on 18
February and claimed eight lives, as reported by BAKORNAS PB. Seven
people have were severely injured and two are still missing. More
victims are assumed to be buried in the mud. The search for victims
continued today. On the afternoon of 18 February, however, the search
and rescue workers had to stop when raining resumed. The Magelang Head
of District has provided IDR 7.5 million as compensation fund for the
dead victims. Local governments have deployed teams to evacuate affected
people, and have provided food and non-food items, as well as medical
services for the injured.
II. NATIONAL RESPONSE
5. The Community Protection Unit of DKI Jakarta Provincial Office is
monitoring clean up activities in Bidara Cina, East Jakarta, which is
conducted by the community, the Police, the Military and Government
departments. Clean up activities have also been conducted in Cawang and
Cililitan sub-sub-districts. PLN, the state Electricity Company, has
repaired electrical relay stations in the area. In North Jakarta,
Police, Military and Government departments staff have supported local
communities with clean up activities in Rawa Badak Utara, Koja
Sub-district. In West Jakarta, clean up activities have begun in Rawa
Buaya, Cengkareng Sub-district. In South Jakarta, more than 900 TNI and
police personnel and 29 trucks have been mobilized to clean up Kebon
Baru and Bukit Duri areas. Between 2 and 16 February, a total of 308,901
m3 of garbage has been collected in DKI Jakarta.
6. In South Jakarta, TNI has additionally mobilized 122 personnel and
three ambulances; and the Police, 150 personnel and four ambulances.
Meanwhile, PMI has also mobilized 90 personnel, three ambulances, three
generators and 31 public kitchens to the remaining affected areas. The
South Jakarta National Land Agency will operate a free service for those
who lost their land certificates in the floods.
7. Low-grade rice has been distributed to affected communities in
Seaport, Simper Barat and Simper Timur sub-sub-districts, Clinking
Sub-district, North Jakarta. The local government has also received
1,000 boxes of instant noodle and 30 water tanks from an entertainment
centre, Taman Impian Jaya Ancol. The floods posko of the North Jakarta
Government Office has resumed again operations of a public kitchen
specially to serve families of patients staying at Koja hospital.
8. PMI has conducted anti virus and bacteria spraying in Klender
sub-sub-district, Duren Sawit Sub-district, East Jakarta. Hundreds of
doctors have also provided free medical service.
9. The MoH has distributed two boxes of Cotrimoxazol, 14 boxes of
Vitamin B Complex, six boxes of Aminofilin and 16 boxes of Oralis. About
800 gallons of disinfectant have also been distributed to Regional DKI
Jakarta Crisis Management Centers - MoH (also covers Tangerang and
Bekasi). Tangerang City Health Office continues its health services and
has conducted disinfectant spraying in affected areas.
10. A local NGO, Jawa Barat Peduli, has distributed food and non-food
items, as well as provided health services in Bekasi City (Gabus, Perum
Duta Kranji and Perum Harapan Indah), and Bekasi District (Kampung
Rambun Desa Huripjaya, Babelan and Muara Gembong sub-districts).
III. INTERNATIONAL RESPONSE
11. Tsu Chi Foundation has delivered 3,000 food packages to communities
in Tanah Abang, Central Jakarta. It also mobilized 20 trucks as a
support of clean up activities in this area.
12. Medecins du Monde (MDM) has been operating three mobile medical
teams and provided food and non-food items, as well as hygiene kits, in
affected areas which include Kayu Putih, Kalimalang, and Plumpang.
13. UN WFP informed that as of today, 5,000 metric tonnes of rice,
76,395 metric tones of noodles, and 22,895 metric tones of biscuits have
been delivered to affected areas in Jakarta, Bekasi, Tangerang and
Karawang.
14. ASB, with funding from the German Ministry of Foreign Affairs, has
completed the distribution of 1,000 'starter kits' in Pasar Minggu and
Tebet areas of South Jakarta between 13 and 17 February. The kits
contain several non-food items.
