This report is prepared by the UN HC/RC Office in Indonesia based on
information provided by the National Coordinating Board for the
Management of Disasters (BAKORNAS PB), the Provincial Coordinating Unit
for the Management of Disasters (SATKORLAK PB) East Nusa Tenggara, the
District Coordinating Unit for the Management of Disasters (SATLAK PB)
Manggarai, UNICEF, NGOs, the Indonesian Red Cross (PMI), and media
reports.
I. SITUATION
1. UNICEF conducted a rapid assessment in the affected areas on 16-17
March and reported difficulty in accessing the affected areas due to
limited transportation means. The local government, together with the
community leaders, provided emergency shelters, health services, food,
water and latrines to the IDPs. Diseases such as acute respiratory
infections, gastro-intestinal problems, diarrhoea, and skin diseases
have been reported.
2. SATLAK PB Manggarai set up electricity generators in some of the
affected areas, and distributed food and non-food items to returnees. By
20 March, the Deputy Head of Manggarai District should have consolidated
reports on disaster response in the affected areas, and on 21 March the
District Head is to hold a meeting with MENKOKESRA (Coordinating
Minister for People's Welfare) and BAKORNAS PB authorities in Jakarta to
discuss further assistance and rehabilitation.
3. SATLAK PB Manggarai reported that the road from Benteng Jawa to Reo
remains blocked. The local government, the Military (TNI) and Police
continue working to reopen the access.
4. The latest BAKORNAS PB figures on casualties, missing persons and
IDPs are as follows:

Note:
a. Most IDPs from Cibal and Lamba Leda Sub-districts have actually
returned home. However, the data has yet to be finalized by SATLAK PB.
b. * Unicef reported that 8 out of 17 missing persons in Lamba Leda are
school-aged children.
BAKORNAS PB reported that most of the IDPs have returned home. UNICEF
has also confirmed that IDPs were returning home two weeks after staying
in emergency shelters.
II. NATIONAL RESPONSE
1. TNI started the reconstruction of houses in Benteng Jawa Village,
Lamba Leda sub-district.
2. PMI Manggarai branch continued to provide disaster relief assistance.
PMI continues to work in close coordination with the local government.
3. CRS reported that the assistance provided through the SATLAK PB
originated from PT Trans Nusa, PT Pupuk Kaltim, PLN (National Electric
Company), local private sector businesses and branches of political
parties.
III. INTERNATIONAL RESPONSE
1. UNICEF conducted rapid assessments in two of the most affected areas
(Cibal and Lamba Leda sub-districts) and delivered 300 hygiene kits and
two water bladders to SATKORLAK PB Manggarai.
2. CRS, in cooperation with the Catholic Church and the local
University, distributed food and non-food items through emergency
shelters and to affected households.
3. The UN RC/HC Office in Jakarta continues to monitor the situation in
close contact with relevant government and non-government institutions,
as well as the Indonesian Red Cross.
