                          DHA SITUATION REPORT NO.1
                              NOVEMBER 21, 1996



        THIS MESSAGE IS NOT A TROPICAL STORM WARNING FOR ANY COUNTRY
                                                                    
              Tropical storm warning in effect for Jamaica          
                                                                    
         1.   The US National Weather Service reports that as of    
         2100 UTC, 20 November 1996, Hurricane Marco has been       
         downgraded to tropical storm. As of  1200 UTC, 21          
         November 1996, a tropical storm warning remains in effect  
         for Jamaica . A tropical storm watch remains in effect     
         for Haiti and for Cuba from Camaguey eastward.             
                                                                    
       2.     The US National Weather Service indicates that as of  
       1200  UTC,  21  November  1996,  the center of the Tropical  
       Storm Marco was located near latitude 15.2 north, longitude  
       76.8  west  or  about 180 miles (295 Km) south of Kingston,  
       Jamaica.                                                     
                                                                    
       3.      Tropical  Storm  Marco is nearly stationary. Little  
       movement  is  expected  today.  Maximum sustained winds are  
       near 45 mph (75 Km/hr). Little change in strength is likely  
       during the next 24 hours.                                    
                                                                    
       4.      The  Caribbean  Disaster  Emergency Response Agency  
       (CDERA)  Coordinating  Unit  has  been  in contact with the  
       National  Office  of  Disaster  Preparedness  and Emergency  
       Management in Jamaica on  preparedness measures.             
                                                                    
       5.      The  UNDP/DHA  Resident  Representative  in Havana,  
       Cuba, reports that, due to the approaching of  Marco, Cuban  
       authorities have put the five most eastern provinces of the
