Homeless: the main post-disaster problem
1. According to the UNDP/DHA Resident Representative the
situation of the homeless is still critical and might
constitute the main-post-disaster problem. The number of
damaged houses (to be confirmed by the Civil Defense
authorities) is already at 20,000. It is reported that
available resources will cover 5,000 emergency housing
units, which leaves a deficit of approximately 15,000
units.
2. On spot assessment of requirements in current phase is
being undertaken by UNDP field Office.
UN Agencies adopt a unified approach towards the
reconstruction phase
3. The UNDP/DHA Resident Representative has led an initial
assessment of the existing capacity of the different UN
Agencies and other field based agencies(UNDP, UNDCP, IFAD,
HABITAT, PAHO/WHO, UNICEF and World Bank) with a view to
reaching a unified approach by the UN System and other
agencies towards the reconstruction phase.This will allow a
better mobilization of resources from the international
community for the reconstruction of the Nazca region.
Health: Intensive respiratory aliments increasing
4. The health situation has been well managed by the
national authorities and no epidemics have been detected.
There is, however, a large increase of intense respiratory
aliments mainly because of people sleeping in the open.
Schools remain closed
5. The International Federation of Red Cross and Red
Crescent Societies (IFRC) reports that those in public
shelters are being assisted with food and clothes from
national and international sources. Many of them are
participating in a food-for-work reconstruction program.
Although some schools have reopened others remain closed
because of damage/destruction caused or because
population's fear that the frequent aftershocks could
destroy already damaged schools.

6. The President of Peru announced the creation of an
autonomous corporation to manage the reconstruction of the
Nazca region.
Red Cross/Red Crescent action
7. According to IFRC the operational plan on which the
Federation Appeal was based has been revised by the
Federation Delegates and the Peruvian Red Cross in order to
respond to the increased need for housing reconstruction.
Red Cross is procuring modular-housing units. Additional
funding is needed for this operation.

9. DHA is prepared to serve as a channel for cash
contributions to be used during immediate relief phase.
Funds are spent in coordination with relevant
organizations of UN System, and DHA provides donor
Governments with written confirmation on utilization of
funds contributed.
