Indonesia - Earthquake - Update
Central Java and Yogyakarta Provinces
6 June 2006
This report is developed by the HC/RC Office in Indonesia based on
information provided by the National Coordinating Board for the
Management of Disaster (BAKORNAS PB), Provincial Coordinating Unit for
the Management of Disaster of Central Java, Ministry of Social Affairs,
Ministry of Health, UN agencies, NGOs, Donors and media reports.
HIGHLIGHTS
1. The Government is revising earthquake statistics. The new death toll
ranges from 5,536 to 5,782, injury estimates range from 36,457 to 57,790
and number of displaced people ranges from 200,000 to 650,000.
2. The Meteorology and Geophysics Agency (BMG) reports that aftershocks
are still occurring, but their frequency and intensity declines.
3. According to the Indonesian Center of Volcanology and Geological
Hazard Mitigation eruptions at Mount Merapi, adjacent to the
earthquake's epicentre, continue with the partial collapse of the lava
dome at the summit. These eruptions are producing avalanches of hot gas
and volcanic material. Merapi continues to grow in height because it is
gaining mass. Scientists believe that a major eruption is still
possible, but cannot predict when it may happen. Merapi is still
classified at the highest level of danger.
4. The Government of Japan announced a grant of almost USD 4 million to
the Government of Indonesia and another USD 1 million grant to the
International Federation of Red Cross and Red Crescent Societies (IFRC).
This is part of the USD10 million contribution that was previously
announced. Japan is also providing Indonesia with in-kind assistance
(tents and other materials) equivalent to USD 180,000.
5. BAPPENAS is carrying out an earthquake damage and loss assessment.
The assessment report will be completed by 14 June and will be followed
by the preparation of a Government action plan.
CLUSTER UPDATE
Health
1. The Ministry of Health and local government continue to provide free
medical treatment in state-owned and private hospitals. Claims can be
submitted to the state-owned medical insurance company, PT ASKES.
2. The Provincial Office is encountering difficulties in the monitoring
of psychosocial/mental health interventions by organizations. Mental
hospitals in Klaten and Solo, together with the Department of Psychiatry
of the Universitas Sebelas Maret will start a rapid assessment of mental
health needs on Monday (5 June). An unconfirmed number of quake-related
suicides have been reported. The Provincial Health Office and the
District Health Office will monitor suicide trends in quake-affected
areas.
3. A measles vaccination and Vitamin A supplement campaign will take
place this week. The campaign is targeted at 300,000 children among the
displaced population. Tetanus vaccinations will also be given to
evacuation workers and all individuals between 15 to 60 years of age in
the displaced population.
4. One tetanus case has been reported by WHO. Food poisoning has
affected a cluster of 70 people and its causes are being investigated.
An early warning system for disease surveillance has been established.
5. A cluster of diarrhea cases in Bantul attributed to poor sanitation
conditions has been reported. Latrines, washing and bathing units are
needed. WHO confirms that preliminary Provincial Health Office data show
a slight increase in the number of cases of diarrhea. Concerns have
also been raised about living conditions and overcrowding at IDP sites.
This could possibly lead to outbreaks of other communicable diseases.
6. Bird flu outbreaks in poultry have been reported in the area, without
human cases to date. There has been no significant poultry die-off in
the affected areas to date
Water & Sanitation
1. Eight agencies are working on a water and sanitation assessment. PDAM
(municipal water authorities) assessments have been completed, but
collecting the overall picture of water and sanitation needs in villages
will take considerable time.
2. PMI is installing a water plant in Gatiwarno (Klaten district) with
the capacity to supply 20,000 people with clean water.
3. CARDI plans to construct 100 communal latrines and organize
community-based hygiene campaigns to address immediate needs and help
prevent the outbreak of disease. CARDI will also distribute 400 shelter
recovery kits to assist communities in salvaging and recycling shelter
materials. 1000 household kits will be distributed together with
essential non-food items to help families re-establish their households,
maintain hygiene, and prevent the outbreak of disease. Seven child
friendly spaces will also be established to mitigate the effect of the
traumatic experiences on children.
4. A major constraint remains the problem in identifying the numbers and
locations of the affected populations to allow for efficient water
delivery, as well as targeting other interventions.
Shelter
1. UNICEF has distributed 5,000 plastic sheets, 20 school tents, 30
water bladders, 6,000 hygiene kits and 3,000 jerry cans. 23 water
tankers are operating in earthquake-affected areas.
2. PMI has provided emergency shelter support to more than 10,000
families (in Bantul, Klaten, Sleman, Kln. Progo, Jogja, Gunung Kidul,
Magelang, and Boyolali), together with food parcels, hygiene kits, baby
kits (families with babies) and sleeping mat.
3. The consensus of the cluster is that tarps are more appropriate, but
there will still be tents in the area (for example through bilateral
donations).
Logistics
1. WFP is using a football field in Bantul to erect mobile warehouses,
which will be open for Common Services usage. A second larger area
located east of Yogyakarta at Kalasan will be used to house other mobile
warehouses for common use and an IOM truck depot.
