CHURCH WORLD SERVICE: EMERGENCY RESPONSE PROGRAM
INDONESIA EARTHQUAKE REVISED APPEAL

(This revised appeal has an increased number of target beneficiaries and
outlines activities in both the crisis phase and post-crisis phase of
the CWS response).
SITUATION UPDATE:
The latest death toll from the May 27 earthquake that rocked the ancient
city of Yogyakarta, on the Indonesian island of Java is just over 5,700,
and more than 30,000 injured. At least 154,000 homes were destroyed,
with an estimated 600,000 displaced -- many living in shacks near the
ruins of their homes. Some 4.5 million people live in the affected
region -- one of the most densely populated areas of the world.
The districts of Bantul located in Yogyakarta Province and Klaten in
Central Java Province sustained almost 70 percent of the damage.
Economic and communal infrastructures have been crippled, with an
estimated loss of 30,000 income-generating enterprises crucial to the
livelihoods of hundreds of thousands of families. Health and sanitation
issues for those living in makeshift shelters are a concern among aid
workers.
EMERGENCY APPEAL:
This revised appeal outlines the work of Church World Service in the
crisis phase of response up to two months thru July 2006, and the
post-crisis phase (3 -10 months thru February 2007). The CWS response
includes provision of food and non-food items, shelter and communal
infrastructure rehabilitation, water and sanitation, health and medical
services, psychosocial assistance, and livelihood recovery for a
targeted 17,643 households (up from the 16,100 cited in the initial
appeal). CWS work will be concentrated in the Bantul and Slelan
districts in Yogyakarta; and Klaten; and Boyolali in Java Central.
More than 32 villages will be assisted.
Church World Service is working as a team with other Action by Churches
Together (ACT) International implementing partners YAKKUM (Yayasan
Kristen untuk Kesehatan Umum - Christian Foundation for Public Health)
Emergency Unit and Yayasan Tanggul Bencana di Indonesia (YTBI). Also, a
livelihood recovery program including distribution of small grants in
collaboration with local groups such as CWS partner Kembang. Water and
sanitation activities are being conducted in coordination with ACT
member Norwegian Church Aid (NCA).
RESPONSE:
Since May 27, CWS Indonesia has distributed more than 20,000 emergency
relief packages to quake-affected households and provided some 215
families with tents in the Yogyakarta and Central Java provinces.
Crisis-phase (assistance thru July targeting a total of 17,643
households):
- Food aid packages: biscuits, vegetable oil, canned fish, noodles, and
salt - Non-food items (health kits, sheets and blankets, baby kits,
mosquito nets, school kits, and kitchen utensils) - In addition to the
food and non-food items distribution: - 500 family-size tents sheltering
at least 2,500 persons - Communal water supply and storage for 5,875
households (more than 25,000 people) - Construction of 272 public
latrines, 150 showers, and rehabilitation of 40 sites of water pipe -
installation
Post-Crisis Phase - 10 months
CWS will continue projects and activities during the post-crisis phase
in the areas of:
Water and Sanitation
- Construction of 535 latrines and bathrooms (continuation from crisis
phase)
Shelter and Communal Infrastructure
- Repair/reconstruction of 50 units -- both housing and communal
infrastructure
- Family tents to 500 families (continued from crisis phase)
- Provision of 130 packages of shelter/tool kits
Psychosocial Support
- In partnership with local universities, CWS will organize support
groups for women, youth, early childhood, teenagers, and elderly that
will each meet monthly throughout the post-crisis phase.
Health
- In depth assessments will be conducted in 32 villages. Educational
and capacity building workshops will be held.
Livelihood Recovery
- CWS will provide financial grants to at least six local partners to
help rebuild disabled economic structures.
REVISED BUDGET
$2,036,035 in direct assistance, includes on going provision of food aid
and non-food items; water and sanitation; shelter; psychosocial support;
livelihood recovery, and capacity building; $300,261 in transport,
storage, handling, personnel and operational costs.
TOTAL BUDGET: $2,336,296.
