Indonesia: Earthquake and Mt Merapi Volcano
13 July 2006
This report is based on information received from the UN
Resident/Humanitarian Coordinator's Office in Jakarta, Indonesia, and
the UN team in Yogyakarta.
HIGHLIGHTS
1. There is a shortage of funding (US$3.5 million for Bantul and US$1
million in Klaten) to rehabilitate damaged health facilities.
2. As of 12 July, some 143,721 households have still not received any
form of emergency shelter assistance.
3. The new school year starts on Monday, 17 July. The Education Cluster
is finalizing education supply distribution to welcome back
approximately 80,000 children to school in earthquake-affected areas.
4. The Government's priority is shifting from school tents to temporary
schools, using local materials such as bamboo.
5. UN agencies and partners have issued a Merapi Response Plan, which
aims at addressing the needs of 20,000 affected people for one-month
period.
SITUATION
6. As of 13 July, the death toll stands at 5,778. The number seriously
injured stands at 37,883. 139,859 homes have been completely destroyed.
468,149 additional houses have suffered earthquake damage. All
statistics come from the National Coordinating Board for the Management
of Disaster (BAKORNAS PB).
Yogyakarta
Bantul
7. As of 5 July, out of 93 puskesmas and pustu, 49 were
destroyed/severely damaged, 21 damaged, and 23 slightly damaged.
8. NGOs who can provide assistance for mosquito preventive spraying are
requested to contact the Head of the Health Office in Bantul (Ms. Siti
Noor Zaenab, 0811269140)
9. The government plans to build semi-permanent schools made of local
materials such as bamboo.
10. Out of 17 sub-districts in Bantul, 11 have received the side-dish
allowance. The sub-districts that have not received the allowance yet
are: Sedayu, Kretek, Srandakan, Pandak, Kasihan and Sanden. The district
government is trying to secure the funds either from the provincial or
central government.
Central Java
Klaten
11. The provincial government is still waiting for funds for the side
dish allowance to be released by the central government.
12. Two national NGOs based in Klaten have been supporting the community
in temporary shelter. Persepsi, a partner of Save the Children in
Education has assembled 33 temporary houses in Sub Village Jombor and 18
houses in Melese both in Gantiwarno sub-district. SeTam is developing
the shelter rehabilitation and reconstruction concept.
13. Department of Education has started mapping of education facilities.
Data of damaged schools and organizations committed to rehabilitation
assistance are available in Dina Pendidikan Klaten.
14. Bappeda of Klaten is planning to have a one-day workshop on
livelihood and economic improvement.
Mount Merapi
15. UN agencies and partners have issued a Merapi Response Plan. The
Plan includes emergency response assets currently being deployed plus
other committed assets that will be deployed on demand to meet the basic
needs of up to 20,000 disaster-affected people over one-month period.
16. AFP reports that Indonesian scientists have downgraded the alert
status of Mount Merapi from its highest level on all but the volcano's
southern slopes. Volcanic activity has steadily decreased the past week.
CLUSTER UPDATE
Health
17. There is a shortage of funding (US$3.5 million for Bantul and US$1
million in Klaten) to rehabilitate damaged health facilities.
18. Approximately 400-1,000 people with permanent disabilities, in
particular spinal cord injuries, are in need of urgent inter-sectoral
assistance in medical services, physiotherapy, shelter, and nutrition.
19. Two new tetanus cases were reported last week. There are now 79
confirmed cases with 29 fatalities. Two suspected measles cases were
reported in Yogyakarta City and one in Gunungkidul District. Cases of
diarrhea have been reduced due to the better water and sanitation
facilities and little rains. Cases of acute respiratory infection (ARI)
remain high. Outbreak reporting hotlines are maintained (+628122743093).
20. Measles vaccination has reached 80% in all affected districts.
Tetanus immunization campaign has covered 48%. The second campaign
started this week and continues for four weeks.
21. IOM has returned 4,551 people from 14 different hospitals in Yogya,
Bantul and Klaten to their villages and helped 110 patients to go to
hospital for following medical care.
22. IOM has started distributing basic hygiene and first aid kits. The
items are currently in stock at different hospitals covered by IOM's
health services. Baby kits are also being provided.
23. IOM plans to hold a 'training of trainers' sessions in psychosocial
and mental health with PHO Yogyakarta, DHO and WHO. The first course
will focus on psychiatrists and nursing supervisors at Gajah Mada
University on 18-21 July and the second one targeting the general health
practitioners will follow shortly.
Emergency Shelter
24. As of 12 July, some 143,721 households have still not received any
form of emergency shelter assistance.
25. Distribution coverage of emergency shelter roofing materials
(198,669 tarpaulins and tents) has reached 57% of affected households.
Coverage is projected to reach 95% when tents/tarpaulins confirmed in
the pipeline are received and distributed (97% if all funding pledges
are finalized). Current planning assumptions will see 100% coverage by
20 August with no further inputs or funds required for emergency shelter
roofing materials at this time.
26. The Emergency Shelter Cluster is now merging its planning and
coordination functions with the Transitional Shelter Working Group of
the Early Recovery Cluster under an umbrella 'Shelter Coordination
Group'. Both Clusters have a joint meeting twice a week and they are
co-chaired by IFRC, UNDP, (or UN-Habitat), and the GOI Yogyakarta
Department of Public Works.
27. Additional non-food item needs, including sleeping mats, sheets, and
blankets will be required.
28. A further 129,035 tarpaulins are confirmed in the pipeline plus 750
more tents. The basic coverage is projected to reach 95% when the
current pipeline numbers have been received and distributed. This
increase from former coverage 82% is mostly due to additional funds
mobilized through the ERP revision.
Transitional Shelter
29. Yogyakarta Provincial Public Works Department presented GOI housing
policy. The need for some form of transitional shelter to bridge the gap
between emergency shelter and permanent housing is now being considered
by GOI.
30. Shelter Security Needs and Vulnerability Assessment completed data
capture and collation and the preliminary analysis will be available on
17 July.
31. The existence of "discounted" families living with host families,
with kinship groups or who have self-settled in collective
accommodations should be noted.

Early Recovery
32. The Transitional Shelter Working Group came up with a strategic
framework for recommendation and advocacy. The Cluster is now working
to finalize the identification of the number of the beneficiaries of the
transitional shelter. It costs IDR 2.5-3.5 million to build a unit of
the transitional shelter.
33. The rebuilding of industrial areas has begun. Organizations and
agencies have already started to provide the victims with cash grants
and micro financing to serve as initial re-capitalization to restart
micro and medium-size business operations.
34. The early recovery assessments by the government (Dinas Perindag)
have been delayed. There is currently no data to proceed with the
livelihood programmes.
35. Saudi Arabia has contributed US$250,000 to UNESCO to help restore
historical monuments damaged during the earthquake, including the Water
Palace in Yogyakarta and the famed temple complex in Prambanan. Other
agencies receiving contributions from Saudi Arabia include WHO, UNAIDS,
UNFPA, OCHA and the Indonesia Red Crescent.
Water and Sanitation
36. A total of 1365 emergency toilets have been constructed and
repaired; 956 wells have been cleaned; and the hygiene public
information campaign has reached 36,698 people.
37. Oxfam has stopped its water trucking operations after serving 5,300
people with 5,300 m3 of water. PDAM's water trucking (supported by
UNICEF) is still ongoing: averaged 127,000 liters daily in Klaten and
89,000 liters in Bantul this past week.
38. UNICEF and a local NGO YKY have completed the rehabilitation of 170
out of 190 communal toilet blocks, providing 288 toilets and 276
bathrooms. Another 100 household toilets of which the superstructure had
collapsed have been made useable again.
39. Plan International and Oxfam have completed sanitary facilities for
13 and ten schools respectively.
40. Samaritan's Purse is focusing on hygiene promotion, including the
distribution of jerry cans and hygiene kits, having reached more than
7,000 families.
41. Action Contre La Faim has cleaned 198 wells and constructed or
repaired 181 toilets and 72 bathrooms.
Food and Nutrition
42. Saudi Arabia has donated US$2 million to the World Food Programme.
43. The summary of findings from the survey on Health and Nutrition
among Children under the age of two years old in Bantul District
conducted by UNICEF are:
- The rate of exclusive breastfeeding is low;
- The distribution of breast milk substitutes was widespread;
- The use of infant formula has increased;
- Diarrhea cases in Bantul increased five times after the earthquake;
- Vitamin A distribution with measles campaign was not correctly targeted;
- 89% of children with open wounds received treatment.
44. In collaboration with UNICEF, HKI will distribute 3.9 million
sachets of vitalita to 130,000 children under the age of five. HKI
invites NGOs interested in distributing vitalita to be its cooperating
partners.
Education
45. The new school year starts on Monday, 17 July. The Education
Cluster is finalizing education supply distribution to welcome back
approximately 80,000 children to school in earthquake-affected areas.
The ceremony for the new school year will take place on 17 July at a
school in Bantul (SD Kembangan, Bambang Lipuro). The media will be
invited.
46. The Education Cluster is reaching approximately 400 primary schools
(approximately 67% of the target or 80,000 children) by providing
temporary learning spaces and basic teaching-learning materials.
47. The need for temporary schools, using local materials such as
bamboo, is growing. Different designs and cost had been shared and
discussed.
48. Structural assessment of damaged schools by Gadjah Mada University,
funded by UNICEF, continues. 578 education facilities had been assessed
in Bantul. Among them, 28% are safe, 36% needs rehabilitation before
being used, and 33% are found to be unsafe and cannot be used.
49. The Rapid Assessment of Learning Spaces is being prepared, to be
carried out by the University of Indonesia during the first couple of
weeks of the new school year. The assessment aims to capture the
conditions of temporary learning spaces and learning environment that
surrounds children at 2,600 schools in Bantul and Klaten.
50. Agencies working to provide temporary learning spaces and basic
school supplies include: Dutch/Yogyakarta Red Cross, AMURT, Save the
Children, Islamic Relief, Plan International, Japanese government, Dusun
Jati, World Vision, DBE-USAID, and UNICEF.
51. Psychosocial support/emergency preparedness activities are being
carried out/in preparation by: Save the Children, Mercy Malaysia, ADRA,
World Vision, Plan International and UNICEF.
Protection
52. A one-day strategic planning will be held next Wednesday July 19th
to
- Improve coordination among all the organizations currently active in
the Cluster, as well as stakeholders involved in Protection activities
but who have yet to participate in coordination;
- Identify and brainstorm strategies to fill geographic and programmatic
gaps in the protection response. The areas of intervention analyzed
will include: child protection, gender, disability, and psychosocial
support.
53. There is a need to focus on longer-term protection issues including
risks of the secondary separation of children.
54. To date a total of 124 safe spaces for children, including 57 in
Bantul and 67 in Klaten, have been established by international and
national NGOs.
55. The Psychosocial working group has finalized a radio broadcast
public awareness-raising message on psychosocial support and recovery
for victims of the earthquake.
56. UNICEF is planning a Child Protection Assessment with the
participation of local authorities and organizations.
57. Preliminary findings of the Shelter Cluster-led Vulnerabilities and
Needs Assessment indicate that there may be key protection issues on the
elderly as a vulnerable group. This will be better determined over the
next weeks as full results and analysis become available.
Agriculture
58. The Cluster is working on finalizing questionnaires for both the
household level and focus group discussion for the Merapi Assessment.
59. The Cluster established a working group for the strategic program
planning to formulate the roles of each stakeholder (FAO, Higher
Educational Institutes, INGO and LNGO) in the common activities of
agriculture sector.
60. The Cluster is preparing the workshop for sharing the results of the
recent agricultural damage assessment by FAO and other stakeholders.
Other key objectives of the seminar are (1) to present the estimates on
the extent of damage in terms of geographic area of the agriculture
sectors, and cost for the rehabilitation; and (2) to formulate
recommendations to the government of Indonesia for the recovery of the
agriculture sector.
61. The seminar will be held on 20 July 2006 at 9 am to 3 pm in the
Seminar Room of Faculty of Agriculture GMU located in Jl C Simanjuntak,
Sekip I, GMU Campus.
Logistics
62. The logistics cluster is in the process of closing down as agreed to
by the Cluster Heads on 12 July.
63. Warehouse space at the WFP Common Service Logistics Base is
available and IOM will be requesting additional warehouse space at
Bantul and Kalasan bases. Also, ACF warehouse will be available for rent
up to September located on the route to Bantul from Yogyakarta.
64. Fleet currently consists of 86 trucks and 41 light vehicles
operating at capacity.
65. IOM has delivered 13,094 tons of food and non-food items for a total
of 44 organizations, including the Government, UN agencies and
international and local NGOs.
66. At the request of the Governor of Yogyakarta, IOM will help
transport large quantities of bamboo for the construction of
transitional shelters from West Java to earthquake-affected areas.
Follow-up meetings with the government to be held in the coming days.
COORDINATION
67. OCHA Yogyakarta holds its Coordination Briefings at 8.00 a.m. every
Monday.
68. OCHA is in the process of appointing the sub-district NGO focal
points in the 38 significantly affected specified sub-districts. This is
to monitor and provide feedback on overall trends in needs and
vulnerabilities in individual sub-districts. OCHA Field Liaison Officers
will work closely with these NGO focal points.
69. The Information Management Unit of OCHA Yogyakarta is now developing
the Who-What-Where maps for each cluster. Those maps are available at
the OCHA Office in Yogyakarta.
70. The Education Cluster meeting will take place in Bantul next week at
8.00 a.m., 19 July. No coordination meeting at the Yogyakarta province
level will take place.
