INDONESIA EARTHQUAKE and Mt. MERAPI Volcano

This report is based on information received from the UN 
Resident/Humanitarian Coordinator's Office in Jakarta and the UN team in 
Yogyakarta.

HIGHLIGHTS

1. At least 33,000 tarpaulins are available with the Emergency Shelter 
Cluster members as contingency stock for the coming rainy season.

2. The Shelter Cluster plans to provide approximately 69,000 roof 
structures (transitional shelters). 13,000 roof structures have been 
built thus far. With additional funding, the cluster would be able to 
significantly increase the capacity to provide roof structures.

3. The Bantul District Veterinary Office has confirmed the presence of 
H5N1 virus in poultry in fourteen out of seventeen sub-districts in 
Bantul. No cases of human infection have been identified.

As Shelter has been the main focus of the Provincial Governments of 
Yogyakarta and Central Java over the last two weeks, Provincial updates 
are included under the Shelter Cluster Update.

CLUSTER UPDATE

Emergency Shelter

339,784 tarpaulins and tents have thus far been distributed.

Based on a best-estimate using Emergency Shelter Cluster data and the 
original Emergency Response Plan (ERP) objectives of one tarpaulin per 
household, the remaining gap in provision of emergency shelter amounts 
to between 18,600 and 43,000 households in at least 143 villages

Current stocks of tarpaulins held by IFRC/PMI, IOM, CARE, and Oxfam, 
amount to 33,000 tarps. This stockpile is intended to be used as a 
"safety net" to fill gaps and provide a contingency supply for the 
coming rainy season. This strategy has been discussed with the 
Departments of Public Works in the Provinces of Yogyakarta and Central 
Java and is intended to complement Government responsibilities to meet 
any future emergency shelter needs. Distribution mechanisms are being 
discussed within the Shelter cluster.

The cluster considers that its objectives as described in the ERP have 
now been met and the cluster was consequentially closed on 15 September. 
The Shelter and Reconstruction Cluster (under Early Recovery) has 
absorbed the few remaining emergency shelter issues into its ongoing 
coordination role.

Shelter and Reconstruction

13,000 roof structures (transitional shelters) have now been built, with 
a further 56,000 planned in Yogyakarta and Central Java provinces to be 
provided by 31 members of the cluster. This represents 18% of the total 
69,000 cluster objective and 4% of overall need.

The cluster is actively seeking funding to support the additional 
capacity required to meet these needs.

A Steering Committee, consisting of local and provincial governments and 
Cluster members, has been formed with the Yogyakarta Province to manage 
and coordinate the integration of cluster and provincial reconstruction 
programmes.

Yogyakarta Province

The Yogyakarta Provincial Government has issued its policy on housing 
compensation. The policy states that all 206,000 affected households 
(destroyed or heavily damaged houses) will be provided with a grant of 
IDR 15 million; however, the first round of funding will only cover 
47,000 households (see table below). The funds will be dispersed to 
community groups of between 10-15 households. These groups will then 
decide which families are the most vulnerable and will receive the money 
first.

The budget allocation is planned by the Government of Indonesia (GOI) as

The Government encourages NGOs and donors to support the families who 
will not be covered in the first phase of funding. Organizations 
providing housing construction are strongly encouraged to report their 
planned activities to the Government in order to see potential gaps and 
to avoid overlap.

The cluster estimates the remaining gap in shelter needs as 121,000 
households in the Province of Yogyakarta. The cluster has proposed a 
joint strategy to meet this gap by augmenting the 'safety net' of 
tarpaulin and increasing capacity of the cluster members to deliver roof 
structure programme throughout of the rainy season.

Central Java Province

The Central Java Provincial Government plans to provide all 97,000 
affected households with IDR 4.4 million in a first round of housing 
compensation initially planned for mid October, but likely to be 
delayed. This will be followed by a second allocation of IDR 4 million 
per household in early 2007. The total assistance package will be IDR 
8.4 million per household.

A compensation package of IDR 500,000 per household is also provided to 
families who have been classified as having 'lightly damaged' houses.

The Central Java Provincial Government is in the process of recruiting 
technical facilitators who will provide advice to local communities on 
housing reconstruction, planning and budgeting. The facilitators are 
supposed to commence their duties in mid October, but this is likely to 
be delayed due to lower than expected numbers of applicants. The cluster 
is discussing with the Provincial Government the details of training for 
facilitators and technical assistance to be provided by the cluster.

The cluster in collaboration with the Provincial Government is 
developing a 'training of trainers' programme for technical and social 
facilitators to support the permanent housing reconstruction programme 
of Central Java Province.

Health

No increase in the number of dengue cases has been reported in the last 
few weeks. However, a possible increase is anticipated during the rainy 
season, mainly related to inadequate shelter, which exposes people to 
mosquitoes and creates mosquito infestations in damaged water 
facilities. Ongoing surveillance and health promotion activities are 
being carried out by cluster members.

According to Handicap International, approximately 400 spinal cord 
injury and amputee patients have been identified. Handicap International 
and Yakkum are providing medical rehabilitation treatment.

The cluster is advocating to the government and NGOs that disabled 
persons should be given priority to receive housing assistance.

The Bantul District Office of Veterinary has confirmed the presence of 
H5N1 virus in poultry in fourteen out of seventeen sub-districts in 
Bantul. No cases of human infection have been identified. The health 
authorities and cluster members are increasing health promotion 
activities to prevent virus transmission to human beings.

In order to improve the capacity of medical personnel in the majority of 
Puskesmas (Community Health Center) for treatment of mental health 
disorders, WHO and the District Health Office with financial support 
from IOM is holding six training programmes on mental health diagnosis 
and treatment in Klaten, Bantul and Sleman by the end of September. 727 
medical personnel and community leaders have been trained. In addition, 
training sessions on mental health counseling for 56 community leaders 
were organized in Bantul.

WHO has organized a training for 36 medical personnel from hospitals and 
24 from Puskesmas on environmental health, particularly on waste 
management of used medical equipment.

Water and Sanitation (Watsan)

To date 4,653 wells have been cleaned or repaired (47% of the ERP 
target).

8,566 latrines have been repaired or constructed (57% of the target) to 
date.

Construction of latrines and water facilities in schools has been 
completed in 65 out of 100 schools targeted by the cluster.

UNICEF-supported water trucking in Klaten and Bantul has been phased 
out. However, 14 locations in Bantul still need water trucking for the 
next few weeks. UNICEF and other partners are working on a sustainable 
solution for these areas. PDAM and UNICEF will continue trucking water 
to two hospitals located in Gantiwarno and Prambanan, in Klatan District 
until the end of September.

The cluster is in the process of closing and transitioning to a 
government led coordination mechanism. The transition strategy has been 
agreed by the local authorities and cluster members. Planned activities 
will continue and UNICEF will support the government in coordinating 
recovery and reconstruction efforts of the various stakeholders in water 
and sanitation.

Education

561 learning spaces (tents and tarpaulins) out of 600 targeted by the 
cluster have been provided. However, with onset of the rainy season, 
these learning spaces need to be replaced by temporary schools.

The urgent needs for at least 251 temporary shelters for elementary 
school have been identified by the cluster in Bantul and Klaten. 163 
(65%) temporary schools are planned to be constructed by the cluster 
members. The targets and commitments may change based on further 
assessments and an increase of the capacity of the organizations within 
the cluster.

The Bantul District Office of Education plans to regroup elementary 
schools and reduce the number from 472 to 375. Due to this policy, 
school construction may be delayed and some organizations are revising 
their current strategies.

Protection

A Child Protection Assessment was conducted to identify crucial issues 
in the affected areas. The result of the assessment will be available in 
late September and shared with the local authorities and other 
organizations.

423 vulnerable children have been registered by Department of Social 
Affairs (DepSos) and the Provincial Department of Social Welfare 
(DinSos). To provide sufficient support to these children, discussions 
on strengthening the referral mechanism is ongoing with the cluster and 
local authorities. UNICEF is working closely with DinSos and the cluster 
members to standardize these approaches.

International and national NGOs have established a total of 230 (208 in 
the last sitrep) safe spaces for children: 128 in Bantul, 80 in Klaten, 
seven in Sleman, two in Magelang and ten in Sukohargo, and three in 
Gunung Kidul. Seventeen mobile teams are operating in Bantul and eight 
mobile teams in Klaten. These teams provide recreational programmes 
designed for psychosocial support to children, visiting communities and 
schools. Responsibility for these initiatives will gradually be shifted 
to communities with the involvement of local government.

The Cluster has been discussing its closure and transfer of the 
coordination role to relevant government authorities. Some technical 
fields such as gender, exploitation and abuse are cross-cutting and will 
need to be absorbed into a number of different government agencies not 
just DinSos.

Livelihood

Due to a lack of baseline data on the level of damage to livelihood, 
current recovery efforts are still limited. The government is now 
developing an economic recovery strategy at district level.

The cluster is compiling data on damage and needs in the livelihood 
sector to identify priorities and develop livelihood programmes and 
strategies. Further assessments will be conducted as needed.

Food and Nutrition

The cluster was closed as the cluster considers that its objectives as 
stated in the ERP have been achieved. The cluster coordination meeting 
will be replaced by district government led coordination meetings in 
Klaten and Bantul.

WFP, CARE and Hope International will finish their programmes at the end 
of September. UNICEF and WVI will continue their distribution of food 
supplements until November.

Agriculture

No update from the cluster.

COORDINATION

OCHA facilitated a workshop on 12 September in order to identify 
programme priorities in the Province of Yogyakarta for the next six 
months. "Towards Common Steps and Strategies for Reconstruction and 
Rehabilitation Post Earthquake 27 May 2006 in the Yogyakarta Province: 
Next 6 months" was attended by the local authorities, international and 
national NGOs, UN agencies and donors. The government policies and 
priorities were shared by the local authorities. Shelter along with 
other reconstruction issues and economic revitalization will be the 
major priorities of the Provincial Government.

OCHA Yogyakarta continues to hold a bi-weekly General Coordination 
Briefings at 8:30am on Mondays. These meetings also include briefings 
from provincial/district government officials. The next meeting will 
take place on Monday 2 October.
