OCHA Situation Report No. 3 Indonesia - Earthquake 30 May 2006

This report is based on information received from the UN Resident/Humanitarian Coordinator's Office in Jakarta, Indonesia, and the UN team in Yogyakarta. SITUATION 1. According to the Meteorology and Geophysics Agency (28 May), there have been 752 aftershocks (with the largest intensity recorded at 5.2 on Richter scale) following the 5.9 earthquake struck Central Java on 27 May. 2. There are two national sources providing the impact of the earthquake. The latest report of BAKORNAS PB mentioned that international assistance should be coordinated through the Secretariat BAKORNAS PB. The Focal Points are Adik Bantarso, Head of Cooperation Bureau of Secretariat BAKORNAS PB, at +62-816-191-0619 and Indrawadi Tamin, Vice Secretary of BAKORNAS PB. NATIONAL RESPONSE 4. The Government of Indonesia welcomes the international assistance. Urgently required items are: antibiotics, food for children, blanket and tents. 5. Vice President Jusuf Kalla mentioned after a ministerial meeting on 28 May that the Government of Indonesia had allocated some USD 115 million for relief efforts of which roughly USD 10 million would be used for emergency response such as procuring medical supplies, tents, and food supplies. The remaining USD 105 million will be used for rehabilitation and reconstruction. 6. The Indonesian Armed forces (TNI) is working with the community with regards to evacuation. TNI mobilized two battalions from Solo and Magelang. TNI also mobilized medial staff, paramedics, and medical supplies and provided two transport planes for logistics and evacuation. 7. The Ministry of Health has prepared 18 field hospitals, medical staff and supplies. 8. IFRC/the Indonesian Red Cross (PMI) is mobilizing 800 volunteers from PMI's emergency response to Mt. Merapi volcanic activities. 9. In addition to the logistics supplies sent on 27 May, the Department of Social Affairs added 100 tons rice, 5,000 canned food, 5,000 bottles ketchup, 5,000 bottles chilli, 5,000 liters cooking oil, 100,000 packs instant noodles. In Yogyakarta, so far they have provided 200 tents (including 175 platoon tents), 200 folding beds, five generators, seven public kitchen, 5,000 mats, and 150 folded tents for Bantul District. 304 tents will be provided for Yogyakarta. For Central Java province, they have provided 125 tents (including 100 platoon tents), and 100 folded tents for Klaten District. Three more generators will be provided for Klaten. 10. The Government of Indonesia through the Minister of Transportation has designated Halim Perdana Kusuma Airport (length of runway 3,000 m) to become the gate for receiving relief assistance. An air bridge has been provided from Halim Perdana Kusuma to Yogyakarta by Hercules C130. Contact phone no. +62-21-801-9035 and +62-21-801-9211 (for flight arrangement). Adi Sucipto Airport in Yogyakarta has been reopened today. Adi Sumarmo Airport in Solo has a 2,500 m runway, which can be used for Airbus 450, Boeing 737, and Hercules C130. Ahmad Yani Airport in Semarang, Central Java Province, has a 1,800 m runway and can be used by Boeing 737. The Coordinating Minister for Finance, Budioono, chaired the first meeting of donors with Government since the earthquake. The Government has started to plan beyond the initial emergency relief phase, and is indicating the intention to focus on the following areas: a) Rehabilitation of public facilities over the next year; b) Rehabilitation of houses through the DESA structures, by giving cash grants; c) Revive economic activity by injecting cash to families who have lost their immediate sources of income, to enable them to make purchases through the local economy. INTERNATIONAL RESPONSES 12. Two information meetings were convened in Geneva on 29 May with the IASC members and the Permanent Missions based in Geneva. An Appeal-type document is going to be launched to include short-term project, in the efforts of mobilizing resources. The priority needs are health, shelter and water supply. 13. The UN Team has established a main coordination centre at Yogyakarta, lead by the UN Area Coordinator of WFP, with representatives of UNDP, UNICEF, WHO, UNFPA, UNDSS, OCHA and CARE, with a cluster-support approach. A reception desk at Yogyakarta Airport and a liaison office in Klaten have also been established. 14. According to the UN Area Coordinator in Yogyakarta, the Yogyakarta Provincial Government advises that the 4 field hospitals deployed so far (Qatar, Singapore, USA and China) are sufficient. All others are requested to stand down. In addition, the use of Solo airport by all international teams is severely congesting the road to Yogyakarta. It is advised to seek alternative entry points. 15. UNICEF provided 15 water bladders, 525 hygiene kits, seven recreational kits, 200 tarpaulins, 210 lanterns, 150 kerosene stoves and 150 cooking sets. UNICEF will have a total of 17 staff on the ground. 16. Two WFP teams are on the ground. 50 tons of fortified biscuits are being distributed in Klaten, Bantul and other affected areas. Another 80 tons of fortified noodles are on the way from Jakarta. 17. Members of the UNDAC Team have been arriving and will continue to make their way to Solo and Yogyakarta. OCHA has released an Emergency Cash Grant of USD 100,000 and an Emergency Cash Grant of USD 50,000 from the Norwegian Grant Reserve, administrated by OCHA. 18. The US Armed Forces, in cooperation with TNI, is setting up a field hospital that will start operating within a couple of days. 19. The Government of Japan has provided grant aid totalling to USD 10 million and emergency equipment equivalent to USD 180,000, as well as an emergency medical team consisting of 25 personnel to be dispatched on 29 May. 20. Terre des Hommes Netherlands (TdH-NL) has pledged to provide at least USD 100,000 to support emergency relief operations. 21. Canada is sending an assessment team to Yogyakarta on 30 May. Their government has pledged CAD 2 million. 22. Norway is contributing with NOK 20 million (USD 3.28 million) to the victims of the earthquake disaster in Indonesia. NOK 10 million (USD 1.64 million) will be channeled through the UN-system. 23. Many countries and organizations have announced the allocation of relief aid. The UN HC/RC Office in Jakarta will continue to be in contact with pertinent government and non-government institutions, as well as with the Indonesian Red Cross to monitor the situation. 25.
