OCHA Situation Report No. 16 Haiti: Tropical Storm Hanna, Gustav, Ike 25 September 2008

Overview of the situation: While relief operations for the victims of the 4 tropical storms are ongoing, the national meteorological service raised the level of alert, on 22 September, from orange to red in view of the arrival in Haiti of the low pressure system that is currently over the Dominican Republic. New storms could trigger more floods and result in deteriorating the already fragile living conditions of affected populations. To date, the four storms have affected 131,421 families totaling 657,105 persons and resulted in the displacement of 111,391 others throughout the country. Heavy rains in the night of 23 September have again resulted in overflowing the river Orangers subsequently flooding the lower part of the city of Jacmel where inhabitants have witnessed damages of houses and loss of properties. The road between Jacmel and Port Au Prince is threatened by the high level of water in the rivers surrounding it. Road travel is still disrupted due to damaged dykes and collapsed bridges, flooded roads and landslides. Delivery of supplies relies on costly sea and air transportation. An overview of the road conditions is reflected in the enclosed UNJLC map. The humanitarian relief operation is reaching out to the affected areas in Haiti, but assessments are continuing with the restoring of the roads in order to reach isolated communities. In the current context, the Flash Appeal has received only 3,4 % of the required 107 million USD as of today. Strong advocacy is required for a more effective response to the needs of the affected populations. More resources are also needed to further strengthen early warning systems, community resilience to the effects of natural disasters, and basic education on climate change.
