OCHA Situation Report Nepal: Koshi Flood 18 September 2008

Source: UN Office for the Coordination of Humanitarian Affairs Registration and Affected Population: The District Government registration program has registered 4,630 HH representing 27,378 individuals. Of this, 2,916 are Indian Nationals. There is evidence that some people have succeed in registering more than once. There are areas where the registration has less penetration with eligible populations -- particularly in VDCs south of the highway, those living with host families, and Indian Nationals. An updated District Government report on registration is expected on Sept 19th. A new displaced population of 4-500 people in host families and collective centers was identified in Guskee VDC on Sept 18th. Registration and services have not reached this population. Population Movements: There has been a significant return of Indians displaced into Nepal. The majority of people displaced into VDCs south of the highway have returned to Indian. However, a residual population remains. There has also been a return following the recent drop in water levels. The assessment below has a note on this. 4 schools hosting displaced people have been emptied and returned to the school management committees. The majority of displaced people in these schools were relocated to the Jhumka prison site where a new camp has been established. Those not interested in relocation were not forced to go to Jhumka, but follow up should be done to find out where they went. There is considerable pressure to empty other schools. A second relocation camp has been identified at Laukhi. Relocation of families here will likely start next week. The site can accommodate 611 families according to District Government and 220 according to the CCCM cluster. Neither relocation site will accommodate enough people to empty all the schools. Negotiations are on-going to allow displaced people to stay in schools until suitable alternatives are identified.
