OCHA Situation Report South Asia Earthquake Logistics Bottlenecks as of 4 January 2006 4 January 2006

Source: UN Office for the Coordination of Humanitarian Affairs Current Issues: Weather Heavy snow and rain have seriously hampered operations over the last few days. Currently, however, most of the major routes around Muzaffarabad, Mansehra, Bagh and Batagram with the major exception of the Neelum Valley road have now reopened. Helicopters began operations again as of January 3rd, but more bad weather is expected. UNJLC will be posting daily road updates and a corresponding map on a daily basis over periods of inclement weather conditions. (UNJLC Islamabad, 04.01.06) Security Kokliot Two security incidents were reported in Kokliot. UNDSS has decided that no UN operations can take place in Kokliot and within a 5 km radius of this town. (OCHA sitrep 30, 02.01.06) Fuel Vouchers The process to establish a fuel voucher system for use by agencies is ongoing. Response on the part of the oil companies is awaited. (UNJLC Islamabad, 04.01.06) Developments: NFI pipeline The first Logistics Support System (LSS) draft pipeline report will be released on Thursday January 5th. UNJLC and its partners WHO, IOM, and LSS officers, have entered all data for 2005 orders placed for 20 key NFI items and the stock in country of those items. Agencies, IOs and NGOs will be asked to check the figures and report any discrepancies to UNJLC. Data remain somewhat fragmented due to some lack of response and the type of data being provided. (Logistics Cluster meeting, 02.01.06) UNHAS Two additional Mi-8s arrive on the 8th of January. These are the last aircraft planned to deploy for UNHAS. There is currently sufficient capacity to respond to requests for cargo movement. Requests for substantial tonnages of food items are in the pipeline and once this cargo becomes available the aircraft will be fully tasked for several weeks. Requests so far have been largely for food as opposed to NFI. UNHAS will endeavour to make sure that all NFI movement requests are accommodated as long as those requiring transportation present their requirements.
