This is the last issue of the OCHA/UNJLC Logistics Bottlenecks report.
Information on logistics related to the relief effort following the South Asia
Earthquake can be found on www.unjlc.org/pakistan. Via this website it is also
possible to sign up to receive the weekly UNJLC Bulletin. Current Issues:
Clearance and registration of vehicles
The Government of Pakistan has announced that vehicles imported for the relief
effort will be processed under the system that existed prior to the 8th of
October. The Ministry of Foreign Affairs, upon application in writing, will
certify the exemption certificate that is used for tax-free entry. There is no
need to lodge an NOC with the Earthquake Relief Cell. (UNJLC, 26.01.06) Does
this only apply to UN or also NGOs? It says UN in the heading on the website.
Visa
As reported earlier, relief workers must obtain a visa before entering the
country. Extensions can be applied for at the Directorate General of
Immigration and Passports. Please note that it is not possible to re-enter the
country on an existing landing permit, even if it has not yet expired. (UNJLC,

Helicopter Operations
UNHAS has reassessed the needs for helicopter support and has drawn up a new
fleet projection and project extension until the end of 2006. Helicopter
support should be sustained at its current capacity until the end of May.
Thereafter, a reduction is envisaged to a cargo capacity of 100 tonnes per day
and passenger flights at their current level for the rest of 2006. Currently,
UNHAS funding is due to run out at the end of February if it continues
operations at its current rate. (UNJLC Bulletin 31)
The number of helicopters in country operating for the relief effort has
increased from 90 to 91 as ICRC brought in a Kamov 32.
Developments:
Pipeline tracking
A third draft of the Logistics Support System (LSS) pipeline tracking done by
UNJLC has been released. It includes all data available up to the 20th of
January. A minimum of 17,500 tonnes of NFIs will enter the country in the
coming months. (UNJLC Bulletin 31)
U.S. military
The U.S. military plan to keep their assets in country until the 31st of March.

CGI sheeting packages
IOM has successfully tested its sample packaging for CGI sheeting and will
offer a free packaging service. IOM will produce approximately 1000 packages
per day and transport these to Abbottabad by road. Each package contains eight
sheets of CGI and is therefore sufficient for one household. (Logistics Cluster
