Assistant Country Director, CARE Canada - Harare, Zimbabwe NEWS CHAD: Worries about AIDS funding crunch after World Bank spat Chad's fight against AIDS is set to be one of the main victims if a standoff between the government and the World Bank drags on, senior UN officials have warned. The World Bank recently suspended all its loans to the impoverished landlocked country because of a decision by President Idriss Deby to tamper with an agreement governing how revenues from its fledgling oil project can be spent. Chad, which has a HIV-prevalence rate of 4.8 percent, gets two-thirds of its AIDS funding from the global lender, and the freeze has struck at a critical time. If a wife has not conceived after a year of marriage, the families take the couple to a traditional doctor for fertility treatment, and if this still does not work, the wife's parents arrange another husband. The pressure to have children is not exclusive to Angolares, some 35 kilometres south of the capital, Sao Tome, it is equally strong in the rest of the country and one of the reasons for low condom use, according to Dr Antonio Amado Vaz, director of the Sao Tomese Association for Family Promotion (ASPF). An international workshop, entitled 'Responding to HIV/AIDS in the Fishery Sector', co-hosted by the Department of Fisheries, the Ministry of Agriculture and the National AIDS Council of Zambia, will take place in Lusaka, Zambia, on 21-22 February 2006. Fishing communities and the fishery sector have been identified as 'high-risk' populations in the context of HIV/ AIDS. Agencies in government, civil society and the private sector have been addressing these issues at various levels, from policy to community development support and, underlying these interventions, conducting research into contributing social, economic and health factors. The purpose of the workshop is to assess progress made in responding to HIV/AIDS in the fishery sector in Africa and identify priorities for further research and development support. Addressing this urgent demand, the International Workshop will enable agencies active in policy, community development and research to work more effectively in response to HIV/AIDS in the sector. The workshop is being organised with assistance from the Food and Agriculture Organisation (FAO), the International Organisation for Migration (IOM) and the WorldFish Centre, and support from the Swedish International Development Agency (SIDA).
