Numbers Affected
- According to the United Nations Office for the Coordination on
Humanitarian Affairs (UNOCHA), 7.5 million Afghans are in urgent need of
humanitarian assistance including food, shelter, health, education, and
demining initiatives.
Relief Activities
- The World Food Program (WFP) one-time food distribution in Kabul is
proceeding smoothly, with measures in place to avoid the disruptions that
temporarily suspended operations one week ago. WFP is now planning to
conduct similar distributions in Mazar-e-Sharif and Herat.
- The UN and the Government of Uzbekistan have agreed on a series of
arrangements to facilitate the operation of relief organizations in the
country and the movement of relief supplies into Afghanistan.
Security
- Some international NGOs have returned to Kandahar to begin providing
assistance there. The UN plans to conduct security assessments in
Kandahar and Jalalabad within the next ten days.
- On December 11, armed men disrupted the re-registration process that the
International Organization of Migration (IOM) is conducting at Maslakh
Camp. IOM is re-registering the camp population in response to concerns
that local authorities have overstated the population in order to increase
the amount of relief aid flowing to the area.
Population Movements
- UNOCHA has begun coordinating efforts to return IDPs in Kabul to their
homes in the Panjshir Valley, to the northeast, and in the Shomali Plains
to the northwest. UNHCR is conducting a survey of IDPs in Kabul to
determine their location of origin and their willingness to return.
- Refugee returns to Afghanistan increased over the past week, although
there have not been any large-scale movements yet. Between December 10
and December 17 approximately 10,000 refugees returned from Pakistan while
7,600 returned from Iran.
Logistics
- The relief corridor from Quetta, Pakistan, to Kandahar and the Hazarajat
is now open. The first shipment of relief supplies departed on December
16.
- Several of WFP's distribution partners - the NGOs that distribute food
from regional warehouses to beneficiaries - have requested that WFP
postpone shipment of 12,000 metric tons (MT) of food aid from December
until January. The agencies state that their capacity to store and
distribute food at the end of the pipeline is nearly saturated.
- WFP has announced that it will have to dispatch an average of 4,100 MT
of wheat into Afghanistan per day for the remainder of December in order
to meet its goal for 2001. Shipments during the first half of December
averaged 3,600 MT per day.

Disaster Declarations & Background
- On October 4, 2001, Assistant Secretary of State for South Asian Affairs
Christina B. Rocca redeclared a complex humanitarian disaster for
Afghanistan for FY 2002.
- On October 10, 2001, U.S. Chargé d'Affaires James A. Boughner declared a
disaster for Tajikistan due to drought.
