Note: this Fact Sheet updates previously released Central Asia Region Fact Sheets and Situation Reports. Numbers Affected a. There have been no reports of substantial population movements towards Afghanistan's borders since air strikes began on October 7. Afghanistan b. On October 16, the Taliban seized the U.N. World Food Program's (WFP's) two main warehouses in Kandahar and Kabul. The warehouses reportedly contain more than 7,000 metric tons (MT) of food aid, or more than half the supply currently available in country. It is not known at this time what the Taliban plans to do with the food or with the warehouses. WFP is currently delivering 900 MT of food aid per day into Afghanistan. c. Reports continue to suggest a breakdown of law and order in parts of Afghanistan. The International Organization for Migration (IOM) reported that its office in Mazar-e-Sharif was looted the night of October 15. Two IOM staff were robbed and beaten, according to IOM. The Kandahar office of Islamic Relief, a U.K.-based nongovernmental organization (NGO), was attacked by a gang of armed men, according to the BBC. d. IOM plans to send two convoys or relief commodities per week from Mashad, Iran to Herat. A convoy was scheduled to leave Mashad on October 16 with 8,000 woolen blankets, 1,000 water jugs, and 560 kerosene lanterns purchased in Iran. The relief items are for distribution in Herat's internally displaced person (IDP) camps. e. IOM finished distribution 10,000 woolen blankets in Herat's Maslakh IDP camp on October 14. f. According to press accounts, Northern Alliance forces have reached the outskirts of Mazar-e-Sharif. Pakistan g. The U.N. High Commissioner for Refugees (UNHCR) reported that NGOs resumed work on four refugee camps in North West Frontier Province after halting operations for five consecutive days last week because of security concerns. Iran h. An Iranian Red Crescent Society official reiterated that the Taliban has prevented Iran from setting up camps inside Afghanistan along the Iranian border, according to IRNA, the official Iranian news agency. According to the report, Iran is willing to settle up to 800,000 Afghans on the Afghanistan side of the border if necessary, and would raise that number to one million if international support is provided. U.S. Government Activities New Actions i. USAID/OFDA is providing $13.0 million in new grants for humanitarian activities inside Afghanistan. USAID/OFDA is supporting ACTED with $5.5 million for pre-positioning of food and nonfood emergency relief items in northeastern Afghanistan. USAID/OFDA is supporting GOAL with $5.5 million for relief programs focused on food, shelter, water/sanitation, and winterization in Samangan and Jozjan Provinces. USAID/OFDA is supporting Save the Children/US with $2 million for food programs in Faryab and Sar-e-Pul, as well as emergency heating for hospitals in Kabul and Mazar-e-Sharif. The grants add to FY 2002 USAID/OFDA programs supporting seed programs, camp management, health, nutrition, coordination, and logistics, as well as relief commodities. j. As of October 16, the Department of Defense (DOD) had airdropped 397,020 Humanitarian Daily Rations (HDRs) valued at $1,480,920 into Afghanistan. Disaster Declarations & Background k. On October 4, 2001, Assistant Secretary of State for South Asian Affairs Christina B. Rocca redeclared a complex humanitarian disaster for Afghanistan for FY 2002. l. On October 10, 2001, U.S. Chargé d'Affaires James A. Boughner declared a disaster for Tajikistan due to drought.
