Numbers Affected
- According to data compiled from recent U.N. High Commissioner for
Refugees (UNHCR) estimates, 65,000 refugees have crossed the Afghan border
into Pakistan since September 11. There are no new reports of refugees
crossing into Iran or other countries.
- According to the U.N. Office for the Coordination of Humanitarian
Affairs (UNOCHA), reports from local U.N. staff and nongovernmental
organizations indicate that there may be 180,000 Afghans newly displaced
internally since September 11. This adds to up to 1.1 million Afghans
displaced within the country's borders during the last year due to the
combined effects of drought and conflict. Estimates of additional
long-term internally displaced persons (IDPs) are up to one million.
Afghanistan
- According to press reports, Northern Alliance forces moving towards
Mazar-e-Sharif are being thwarted by Taliban forces, which were recently
reinforced.
- According to the U.N., the ability of local staff to work in Afghanistan
is rapidly diminishing. The continuing decline of law and order,
including seizure of relief offices, looting, and beatings of staff, as
well as decreasing ability to communicate, are major factors. The decline
of law and order is particularly severe in Jalalabad, Kabul, Kandahar,
Mazar-e-Sharif, and Kunduz.
- The U.N. World Food Program's (WFP's) Kandahar food warehouse remains
under control of the Taliban, which seized the warehouse on October 16.
In Kabul, WFP plans to begin distribution of wheat for its bakeries,
benefiting 350,000 people, as of October 23.
- WFP reported that Andkhoi, in the northern province of Faryab, received
a 1,000 metric ton (MT) food delivery from Turkmenistan on October 21. A
1,000 MT WFP food convoy is traveling from Peshawar, Pakistan to
Afghanistan's central highlands, where it will be distributed by ACTED and
Oxfam. An additional 2,000 MT of food are being sent to the Panjshir
Valley.
- WFP's food aid stocks inside Afghanistan currently total 12,600 MT.
Food aid stocks in the region total 34,200 MT. WFP and its partners
distributed 12,408 MT of food during September and 8,429 MT during
November.
Pakistan
- UNHCR reported October 20 that Government of Pakistan had indicated that
some 5,000 Afghans had been allowed across the border during the day.
Only those with valid travel documents were permitted to cross. UNHCR
reported that an estimated 10,000 people were waiting to cross on the
Afghan side of the border as of October 21.
- New refugee arrivals in North West Frontier Province interviewed by
UNHCR reported that they are residing in old camps with refugees who had
arrived prior to September 11.
U.S. Government Activities
New Actions
- The Department of State's Bureau of Population, Refugees, and Migration
(State/PRM) is contributing $10,000,000 in support of immediate
operational needs under UNHCR's Emergency Humanitarian Assistance Plan for
Afghans.
- As of October 21, the Department of Defense (DOD) had airdropped 696,540
Humanitarian Daily Rations (HDRs) valued at $2,995,122 into Afghanistan.
Disaster Declarations & Background
- On October 4, 2001, Assistant Secretary of State for South Asian Affairs
Christina B. Rocca redeclared a complex humanitarian disaster for
Afghanistan for FY 2002.
- On October 10, 2001, U.S. Chargé d'Affaires James A. Boughner declared a
disaster for Tajikistan due to drought.
