Numbers Affected
- According to the U.N., the total influx of Afghan refugees into Pakistan
since September 11, 2001 is estimated at 50,000 to 60,000. According to
the U.N. High Commissioner for Refugees (UNHCR), there are now some 400
people waiting on the Afghan side of the Chaman border crossing near
Quetta. Previously UNHCR had estimated 10,000 to 15,000 people waiting in
the area; many appear to have crossed into Pakistan.
- According to UNHCR, there are no reports of large-scale movements to
Iran. There are currently 600 people at Makahaki camp on the Afghan side
of the Iran-Afghanistan border in a Taliban-controlled area, and 544
people at Mile 46, another border camp on Afghan territory in a Northern
Alliance-controlled area.
Afghanistan
- On October 23, the U.N. World Food Program (WFP) delivered 6,500
high-energy biscuits to internally displaced persons (IDPs) waiting on the
Afghan side of the Chaman crossing.
- The U.N. Humanitarian Coordinator for Afghanistan reported that Kabul is
facing an increasing shortage of vehicles that is affecting the health
sector and making crucial deliveries of seeds impossible for farmers in
the Central Region as the planting season begins.
- The International Organization for Migration (IOM) carried out a shelter
survey from October 3 to October 17 that found that 50,000 people are
currently without adequate shelter. IOM called for 4,173 tents to meet
immediate IDP needs, and UNHCR is supplying 1,000 tents from its stocks.
- WFP delivered 100 MT of food from Kabul to Hazarajat on October 22.
The food aid will be distributed by Oxfam.
Pakistan
- UNHCR is preparing a staging site, Killi Faizo, two kilometers from the
Chaman border to meet urgent humanitarian needs of recent arrivals.
- UNHCR reported that two new refugee campsites are ready in North West
Frontier Province.
Region
- UNHCR staff at the Dogharoun border crossing in Iran report that 2,160
people returned to Afghanistan between October 18 and October 22.
- In preparation for winter, WFP is buying 16 snowplows in Tajikistan to
clear roads in the Anjuman Pass. The governments of Kyrgyzstan and
Tajikistan have agreed to clear snow on the route from Osh to Ishkashim
this winter.
- The first flight for UNHCR's operations in Turkmenistan was scheduled to
arrive October 23 in Turkmenabad with relief items donated by Switzerland.
U.S. Government Activities
New Actions
- A USAID/OFDA airlift of 15,000 blankets by commercial air is scheduled
to arrive in Pakistan on October 25. This shipment is the second part of
a shipment of 35,400 blankets; the first shipment arrived October 23 via a
U.S. Air Force C-17 cargo plane. Bear McConnell, Director of the USAID
Central Asia Task Force, accompanied the first shipment of blankets. The
cost of the blankets, including commercial transport for the second
flight, totals $312,350. The contribution brings total FY 2002 USAID/OFDA
assistance to $27,266,453.
- As of October 23, the Department of Defense (DOD) had airdropped 787,440
Humanitarian Daily Rations (HDRs) valued at $3,385,820 into Afghanistan.
Disaster Declarations & Background
- On October 4, 2001, Assistant Secretary of State for South Asian Affairs
Christina B. Rocca redeclared a complex humanitarian disaster for
Afghanistan for FY 2002.
- On October 10, 2001, U.S. Chargé d'Affaires James A. Boughner declared a
disaster for Tajikistan due to drought.
