Numbers Affected
- According to the U.N., the total influx of Afghan refugees into Pakistan
since September 11, 2001 is estimated at 50,000 to 60,000.
Afghanistan
- Afghans newly arrived in Pakistan, as well as Afghans approaching the
Iranian border, have cited fears of forced recruitment, Taliban round-ups
near the border, and fears of being used as human shields by the Taliban
as reasons for seeking to leave Afghanistan. Afghans have expressed the
same concerns regarding the camps being set up on the Afghan side of the
Iran-Afghanistan border.
- UNOCHA reported October 26 that several relief agencies have been forced
to shut down operations in Kandahar due to increasing lawlessness and lack
of relief supplies. UNCHS/Habitat was forced to suspend an ongoing solid
waste collection project in Kandahar City after "unidentified military
personnel" ordered remaining staff to vacate their office. The
UNCHS/Habitat solid waste collection program was funded by USAID/OFDA
during FY 2001 for activities in Kandahar and other Afghan cities.
Pakistan
- UNHCR estimated that 415 people are staying at the temporary staging
site, Killi Faizo, in Pakistan close to the Chaman border crossing.
UNHCR expects a total of more than 500 people by the end of Friday.
UNHCR has provided food and relief items for the new arrivals, and OXFAM
installed a 9,000-liter water tank at the site. Mercy Corps International
is providing nonfood assistance at the site, and MSF/Holland is providing
medical treatment and vaccinations for children.
Iran
- According to UNHCR, a total of 3,427 people left Iran for Afghanistan
over the past week through the Dogharoun border crossing.
- The current camp population at Makaki, on the Afghan side of the
Iran-Afghanistan border, is 3,427, according to UNHCR.
U.S. Government Activities
New Actions
- USAID/OFDA is providing $1,095,000 to the U.N. Food and Agriculture
Organization (FAO) for seed multiplication, procurement and distribution
to drought-affected farmers throughout Afghanistan.
- As of October 25, the Department of Defense (DOD) had airdropped 856,320
Humanitarian Daily Rations (HDRs) valued at $3,682,176 into Afghanistan.
Disaster Declarations & Background
- On October 4, 2001, Assistant Secretary of State for South Asian Affairs
Christina B. Rocca redeclared a complex humanitarian disaster for
Afghanistan for FY 2002.
- On October 10, 2001, U.S. Chargé d'Affaires James A. Boughner declared a
disaster for Tajikistan due to drought.
