Numbers Affected
- According to a joint assessment by the U.N. High Commissioner for
Refugees (UNHCR) and Pakistani authorities, the total influx of Afghan
refugees into Pakistan since September 11, 2001 is estimated at 100,000 to
110,000.
Afghanistan
- From October 22 to October 29, the U.N. World Food Program (WFP)
delivered a total of 10,000 MT of emergency food aid to Afghanistan.
- On October 31, WFP reported that despite deteriorating security
conditions, it is still providing food aid in Kabul. During the past few
days, WFP completed the distribution of 2,300 MT of wheat to 350,000
beneficiaries. WFP anticipates this distribution will sustain the
beneficiaries for the month of November.
- On October 31, WFP reported that the Government of Iran has agreed to
sell WFP 17,000 MT of wheat, with an immediate delivery of 3,000 MT, in
support of relief operations in northern Afghanistan. The wheat will be
transported from Iran to northern Afghanistan via Turkmenistan.
- On October 29, the International Organization for Migration (IOM)
reported that 1,400 new internally displaced families had arrived at
internally displaced person (IDP) camps in Herat.
- On October 29, the office of an NGO partner of WFP in Kabul was
attacked. WFP reported that four guards were beaten and computers and
other office equipment were taken. WFP reported that other security
incidents involving ICRC and the Swedish Committee were reported as well.
- In northern Afghanistan, the U.N. Office for the Coordination of
Humanitarian Affairs (UNOCHA) reported on October 30 that an IOM office in
Mazar-e-Sharif has re-opened, but that 2,000 blankets intended for IDP
camps had been looted. According to UNOCHA, the remaining 3,000 blankets
will be delivered to the Bagh-e-Sherkat and Amirabad camps in Kunduz
Province.
- In Kunduz, UNOCHA reported October 30 that an IOM office that had been
closed by the Taliban two weeks ago has been allowed to re-open. Two
vehicles seized from the office have not been returned.
Pakistan
- UNHCR reported that another 2,100 refugees from Afghanistan crossed into
the Northwest Frontier Province of Pakistan on October 30.
- On October 30, UNHCR reported that 540 refugees entered the Killi Faizo
staging site near the Chaman border crossing in Baluchistan Province.
This brings the total refugee population of the site to 1,900.
Region
- On October 31, UNHCR reported that a plane carrying 500 tents and 2,400
sleeping bags, donated by the Government of Switzerland, landed in
Turkmenistan on October 31. UNHCR said the relief supplies will be used in
either Afghanistan or neighboring countries to assist those affected by
the regional conflict. UNHCR expects additional flights soon.
U.S. Government Activities
New Actions
- USAID/OFDA is providing $1,203,343 to Concern Worldwide to establish a
shelter program in northeast Afghanistan to encourage up to 5,000
previously displaced families to return to their homes by repairing looted
and destroyed homes.
- USAID/OFDA is providing $2,000,000 to Mercy Corps International (MCI) to
assist the most vulnerable families in southern and central Afghanistan
through the distribution of WFP food to 10,000 families, potable water for
3,000 families, and the distribution of non-food items to 10,000 families.
- USAID/OFDA is providing $5,000,000 to WFP for the purchase of
approximately 160 trucks to support the delivery of emergency food aid.
- To date, the Department of Defense (DOD) has airdropped 1,280,525
Humanitarian Daily Rations (HDRs) valued at $5,506,236 into Afghanistan.
Disaster Declarations & Background
- On October 4, 2001, Assistant Secretary of State for South Asian Affairs
Christina B. Rocca redeclared a complex humanitarian disaster for
Afghanistan for FY 2002.
- On October 10, 2001, U.S. Chargé d'Affaires James A. Boughner declared a
disaster for Tajikistan due to drought.
