Numbers Affected
According to recent estimates by the U.N. High Commissioner for Refugees
(UNHCR), more than 100,000 Afghans have arrived in Pakistan since
September 11, 2001.
Afghanistan
- On October 31, the U.N. World Food Program (WFP) resumed food aid
deliveries through the Quetta corridor, and some 900 MT were transported
to Herat.
- WFP reported that it dispatched an average of 2,693 MT of food a day
over the past week from various land corridors.
- The USAID Disaster Assistance Response Team reported that WFP is
directing all of its trucks out of Peshawar to Afghanistan's central
Hazarajat region. The delivery of sufficient food stocks to this area is
considered critical because Hazarajat becomes inaccessible in winter. To
date, WFP has dispatched 9,300 MT of food to Hazarajat.
- In order to address fuel shortages and rising fuel prices that could
hinder food delivery to Afghanistan's Northeastern Region, WFP bought
60,000 liters of fuel for truckers transporting WFP food aid, bringing the
cost of fuel down from 60 cents per liter to 30 cents. WFP is also
bringing in heavy-duty trucks with snowplows from Russia to ensure access
to this region during the winter.
- WFP reported that one meter of snow fell in the Anjuman Pass leading to
the Panjshir Valley. The snow has not yet impeded truck deliveries, and
55 trucks with 550 MT of food departed Ishkashim on the Afghan-Tajik
border for delivery to the northeast and Panjshir Valley.
- A U.N. spokesperson relayed reports suggesting that the U.N. offices in
Kandahar are under control of the Taliban or elements aligned with the
Taliban.
Pakistan
- UNHCR reported that a small number of Afghans have been crossing at
Chaman. An estimated 300 Afghans have collected outside the Killi Faizo
temporary staging site near Chaman, but are not being allowed into Killi
Faizo by local authorities. The Afghans have refused to leave to go to
Spin Boldak, a Taliban-run site near the Pakistan border.
U.S. Government Activities
New Actions
- USAID/OFDA is providing $988,000 to Catholic Relief Services (CRS) to
distribute new blankets to 200,000 people in the Central Highlands region
of Afghanistan, with priority given to widows, female-headed households,
the disabled, and those who have fled their homes.
- USAID/OFDA has deployed a second Disaster Assistance Response Team
(DART) to Uzbekistan to assess humanitarian activities and logistical
capacity in the area. The Uzbekistan DART will increase in number to six
personnel, including a USAID/FFP officer, by November 9.
- To date, the Department of Defense (DOD) has airdropped 1,204,560
Humanitarian Daily Rations (HDRs) valued at $5,179,608 into Afghanistan.
Disaster Declarations & Background
- On October 4, 2001, Assistant Secretary of State for South Asian Affairs
Christina B. Rocca redeclared a complex humanitarian disaster for
Afghanistan for FY 2002.
- On October 10, 2001, U.S. Chargé d'Affaires James A. Boughner declared a
disaster for Tajikistan due to drought.
