Highlights:

Two strong earthquakes occurred in Alor District, East Nusa Tenggara 
Province and Nabire, Papua Province. The first quake claimed 33 lives, 
while the second quake resulted in 26 deaths.

The Government of Indonesia has extended the State of Civil Emergency in 
Aceh for the next six months period subject to monthly review for a 
possible change to civil order.

A bomb exploded in a public minivan in front of the Poso market, Central 
Sulawesi Province, causing six deaths and injuring three.

Through the Emergency Response Fund (ERF) donated by the Government of the 
United Kingdom, OCHA has channelled USD 95,000 to Save the Children US to 
fund "Malaria Control and Nutrition Intervention" in Simeuleu District, 
USD 35,729 to CARDI for "Re-establishment of Humanitarian Space" in Aceh, 
and USD 89,000 to OXFAM GB for "Humanitarian Needs Database Development 
and Public Health Intervention" in Maluku.

Natural Disaster:

An earthquake with a magnitude of 6.5 on the Richter Scale jolted nine 
sub-districts in Alor District, East Nusa Tenggara Province, on 12 
November. The quake, which was followed by 1,000 aftershocks, claimed 33 
lives, injured 300, and caused physical damage (some 15,000 houses, 300 
school buildings, 400 office buildings, and 500 worship places). Some 
16,000 households are living in temporary shelter and are still afraid to 
return home due to fear of aftershocks. The central government 
(Coordinating Minister of People's Welfare, Ministry of Social Affairs, 
Ministry of Health, and National Coordinating Board for the Management of 
Disaster and IDPs/Refugees) has allocated cash assistance of USD 172,000. 
Meanwhile, international assistance has been provided by the governments 
of US (USD 50,000), Australia (USD 37,200), China (USD 50,000), Denmark 
through OCHA emergency grant (USD 26,000) and JICA (USD125,000). In 
addition, assistance in the form of food and non-food items has also been 
provided by various parties. International organizations working in the 
District include IFRC, MSF-B, WVI, CRS, CWS, Oxfam GB, and GTZ-Siskes. 
OCHA has dispatched a staff member to the District to directly undertake 
situation assessment and facilitate coordination meetings with the 
District Executing Unit for the Management of Disaster and IDPs/Refugees 
(SATLAK PBP) and present INGOs.

Another quake measuring 6.4 on the Richter Scale hit Nabire District, 
Papua Province, on 26 November. Twenty six people were killed and some 200 
people injured. The quake, which was followed by some 60 aftershocks, has 
damaged hundreds of houses and public facilities. Assistance has been 
provided by the government (medicine) and Indonesia Red Cross (tarpaulins 
and family kits). OCHA has dispatched a staff member to the District to 
assess the situation and facilitate coordination meetings with relevant 
government institutions and humanitarian organizations working in the 
area.

Regional Updates:

Aceh: The Government of Indonesia has extended the state of civil 
emergency in Aceh for the next six months period with monthly reviews for 
a possible change to civil order. President S.B. Yudhoyono ascertains that 
the government will undertake new measures to end the conflict and ensure 
full implementation of special autonomy status in the restive Province.

The security situation in Aceh has been improving as shown in media 
reports on the increasing number of Free Aceh Movement (GAM) surrenders. 
There have been no significant incidents during the month. Meanwhile, as 
part of economic recovery programmes in the Province, the Civil Emergency 
Administrator has opened three more districts (Aceh Singkil, Gayo Lues and 
Southeast Aceh) to foreign tourists.

Assistance provided by the government include economic empowerment funds 
(PER) of USD 278,000 for more than 1,500 beneficiaries in Lhokseumawe, 600 
food item voucher for 600 poor families in Sigli, Pidie District, and food 
assistance for 60 leper families in Bireun District.  The Islamic Tithe 
Body (BAZIS) also provided USD 33,000 for low-income people in Bireun 
District. Through Emergency Relief Funds (ERF) donated by the Government 
of the United Kingdom, OCHA has channelled USD 95,000 to Save the Children 
US to fund "Malaria Control and Nutrition Intervention" in Simeuleu 
District, and USD 35,729 to CARDI for "Re-establishment of Humanitarian 
Space".

Central Sulawesi: A bomb exploded in a public minivan in front of the Poso 
market causing six deaths and injuring three. A week before, two killings 
also occurred in Poso District. The incidents have made the situation in 
the District tense. Though travel in the afternoon and evening has been 
reduced, daily activities of government offices, markets and schools are 
running as normal. Police are conducting weapons searches, ID checks and 
arrests of suspects in the incidents. International organizations (UNDP, 
Mercy Corps, CWS, IMC and CARE) are continuing their activities in the 
District. An inter-community clash also broke out in Biromaru, Donggala 
District, spreading tension to the neighbouring districts of Dolo and 
Morawola.

Maluku: International humanitarian organizations in Maluku are also 
continuing their regular activities and programmes: Mercy Corps (multi 
sectoral), CARDI (youth empowerment and community rehabilitation), Save 
the Children UK (social protection, peace building and education), ICMC 
(peace building), JRS (multi sectoral), IMC (health), MSF - Belgium 
(health), OXFAM GB (information mapping and health), Project Concern 
International (health), WFP (rice distribution for women participating in 
trauma counselling), UNICEF (health, education, water and sanitation, and 
child protection), and UNFPA through the National Family Planning Agency 
(reproductive health) continue to provide assistance in the Province. 
Through its managed funding mechanism, ERF, OCHA provided USD 89,000 to 
OXFAM GB for the implementation of "Humanitarian Needs Database 
Development and Public Health Intervention" in the Province.

North Maluku: CARDI (School reconstruction, community rehabilitation, and 
youth empowerment), CORDAID (community rehabilitation and HIV Health 
Survey), Save the Children UK (social protection, peace building and 
education), WVI (Education, Active Joyful Effective Learning, magazine 
production, and community rehabilitation), and World Bank (District 
Development Program) continue their projects in the Province.
