Source: UN Office for the Coordination of Humanitarian Affairs JOINT UN-GOVERNMENT CLUSTER APPROACH WORKSHOP Approximately 50 representatives from Government, UN agencies and key NGOs are expected to attend the Joint UN-Government Cluster Approach Workshop scheduled to take place between 8 - 9 March. The Cluster approach, part of Global Humanitarian Reform, aims to strengthen humanitarian response by ensuring predictable leadership and accountability in all areas of humanitarian response. Through inclusive discussion among humanitarian partners and the government, the workshop aims to strengthen the organization and management of the approach in order to effectively support the government-led planning and implementation of humanitarian programming. Among the expected outcomes of the workshop are a joint country plan on the formation of strong Cluster teams, initial identification of gaps and capacity requirements for each cluster and the determination of potential cluster membership. During the year, the HRF targeted 5.7 million beneficiaries plus 3 million livestock in emergency response activities. The HRF for Ethiopia is a pooled funding mechanism managed by the UN Humanitarian Coordinator (HC), established to address gaps in critical, live-saving emergency response. The HRF is currently supported by contributions from DFID, Netherlands, Norway and Switzerland. Findings of the review indicate that only Ethiopia and Somalia have a central system for collection and regular publication of survey reports. In addition, Ethiopia is the only country with a central system for quality control and endorsement of survey results. Almost all countries in the study have national guidelines for nutrition surveys, and most surveys meet the minimum international standards in terms of methodology, sampling techniques, basic indicators with some quality limitations. The review aims to further improve the quality of surveys in the region.
