Southern Sudan

Summary
The overall security situation in Southern Sudan over the reporting
period remained stable in most areas. Following the onset of the dry
season, most roads have cleared and traffic through key locations has
improved, allowing better access to markets and food stocks and
increasing assistance activities in key areas.
Highlights
Security
UNMO observed JIU from SAF side which has arrived to Bor from Malakal
and monitored the integration of the two sides of SAF/SPLA in one
garrison. The process of handing over SAF's assets to JIU began,
UNMO/SPLA cease fire monitors observed the redeployment of the SAF from
Bor to the Northern Sudan.
All the counties in NBeG that were not accessible during the rain season
are now accessible from and to Aweil as the roads dry up and rivers
level start reducing. However, there are some other Payams that are not
yet accessible by vehicle from their respective County Headquarters,
especially in swampy areas.
Small scale spear fighting took place in Pakcur and Nhialdiu during this
week and 5 persons wounded in Nhialdiu revenging for killing that took
place three months ago. It happened during the visit of the GOSS Vice
president to Nhialdiu. . Missriya the nomads appreciated the Southern
Sudan vice president talks on grass root peace coexistence, they
promised to advance peace process at their level together with their
counterpart in the Unity state.
The curfew 2300hrs and 0600hrs for UN in Juba is being observed.
The situation around Torit and the roads has again deteriorated with two
security incidents reported on 31 Dec and 1 Jan.
There are heightened tensions in Khorfolus Atar area. In Old Fangak, an
INGO has decided to suspend their operations and withdraw from the area.
Population movements & returns
Some 50 returnees from Kakuma refugee camp had arrived Bor on
2nd/1/2007, WFP provided them with 15 days food ration. UNHCR Bor
transported them to the following locations: Makuac 14 persons, Jalee 17
persons, Kolnyang 9 persons, bydit 9 persons and one person for Anyidi.
The situation of IDPs displaced from Meriam to Majok Yientheou in NBeG
continues to get worse due to lack of essential services, especially
water and NFI. Effort by OXFAM to drilled water points in Majok
Yienthiew has been unsuccessful. UNICEF transport 91 NFI kits to
Malualkon for the IDPs in Majok Yientheou last Sunday but these were far
below the needs of the IDPs.
German Red Cross reported on 2nd January that 300 families arrived to
the Timsah area in WBeG. A further 200 households are thought to be
heading towards Boro Medina though these are not yet confirmed.
Humanitarian activities
WFP's team for food distribution arrived Ayod County in response to
reports attributed to SSRRC that a number of returnees came back to Ayod
after the recent clashes between SPLA and SAF in Malakal.
In Bentiu, MSF received 4.11.5 mt of assorted food from WFP for
institutional feeding program. Food distribution agreement between WFP
and GAA expired on 31 Dec 06 and renewal of agreement still under
process.
IOM and UNMIS - RRR continue to care for 200 persons mainly the Mbororo
women and children at the UNHCR waystation in Juba. No date has been set
for their onward movement to Blue Nile. UNMIS RRR is following up
together with the Vice President. FAO have provided veterinary
assistance to the cattle for the rest of the group of over 500 people in
the vicinity of Rukon, facilitating their onward move.
In Malakal, the Cholera treatment centre (CTC) continued to be staffed
by State Ministry of Health (MoH), 8 workers plus one nurse are now
deployed in the CTC to care for the patients and ensure the centre's
daily cleanliness. There have been no new cholera cases reported in
Malakal or in Kaldak over the last three weeks.
LRA/GoU peace talks in Juba
The Juba Initiative Project (JIP) for the peace talks has been extended
from Jan 1 to Jan 31.
The Juba peace talks are still in recess, which began on 8 November. The
talks will resume on 15th Jan.
