OCHA Situation Report Week 45 Southern Sudan: Humanitarian Action, Recovery, and Development 14 November 2007

Summary/Highlights - 3rd round of Polio National Immunization Days (NID) and Vitamin A supplementation targeting 2.85 million children under five concluded in all 10 states of Southern Sudan (UNICEF). - Assessment underway to look at the humanitarian needs of hundreds of reported spontaneous returnees from Northern Uganda into Magwe county and Nimule in Eastern Equatoria (RCO). - Immediate assistance recommended to 4000 HHs in Pibor County, Jonglei (OCHA). Focus on stability and security - During a visit to Yambio (Western Equatoria) OCHA EP&R staff observed that emergency communication procedures were not in place. The area remains tense and visits should be limited. A proposed workshop on disaster management and contingency planning activities in Yambio have been postponed due to security concerns (OCHA). - The Governor of the state held a rally in Yambio in order to install confidence in people following insecurity incident involving Joint Integrated Units (RCO). - In Northern Bahr El Ghazal, an SAF-ban has been lifted 6 November and commercial trucks are again allowed to cross Meriem and go to Aweil from Northern Sudan (RCO). Current issues - IOM s support to voluntary return of hundred of thousands of IDPs to Southern Sudan - restarting late November - will only last until the end of the year unless additional funding of USD 4 million can be found to begin the implementation of priority returns scheduled for early 2008, IOM said in a press release. IOM has assisted more than 60,480 IDPs to return to their homes since 2006 as part of the Joint Return Plan of the GoNU, GoSS, the UN and IOM. Emergency funding of USD 2 million from the Common Humanitarian Fund and additional funding by USAID will allow IOM to recommence voluntary returns of IDPs to and within Southern Sudan in the coming weeks. Population movements and returns - UNHCR assisted the return of 790 Sudanese refugees to Southern Sudan during week 45. 639 persons came from Uganda to Eastern and Central Equatoria States, and 151 persons came from Kenya to Eastern and Central Equatoria States under the organized voluntary repatriation programme. This represents the highest return in the past nine weeks, and a significant degree of repatriation has occured through the most recent corridor in Nimule. - The head of WFP s sub-office and the SSRRC director in Eastern Equatoria are leading a team to verify/assess the humanitarian needs of hundreds of reported spontaneous returnees from Northern Uganda into Magwe county and Nimule. The WFP team will spend three days in Magwe and the SSRRC team will spend 10 days both in Magwe and Nimule. The report will be disseminated to UN agencies/NGOs operating in the area for further consideration (RCO).
