Source: UN Office for the Coordination of Humanitarian Affairs Headlines - Governor of South Darfur expels OCHA Nyala Head of Office. - From January 2007 to date, more than 130,000 IDPs received free hospital services through the World Health Organization (WHO) Emergency Unit. - Construction of 23 classrooms in 12 schools in El Fasher rural areas (North Darfur) will benefit over 1,265 children. - Education supplies to provided to 37 nomadic and resident schools in Nyertiti and Jabal Marra will benefit approximately 9,050 students Key overall developments - The Government of Ireland will provide =80500,000 to support the Darfur peace talks due to resume in Libya in early December. Population movements On the 03 November, 2007 the International Organization for Migration (IOM) issued a determination on the case of a relocation of Kalma IDPs from Otash IDP Camp to El Serief IDP Camp and other unknown destinations, conducted by Government of Sudan (GoS) forces on 28 October 2007. As explained in the determination, this movement was assessed by IOM as forced. As per the terms of the MOU signed between GoS, IOM and the United Nations in August 2004, a meeting has been called to discuss the issue. Needs and response by sector Education North Darfur Financial assistance was provided by UNICEF to El Fasher Rural Development Network (RDN) to complete the construction of 23 classrooms in 12 schools in El Fasher rural areas, benefiting over 1,265 children - half of whom are girls. UNICEF supported the 'Child Friendly Community Initiative Coordination Unit' to train a first group of 60 parent-teachers committee (PTC) members on planning, management, monitoring and evaluation of projects and activities. A workshop facilitated by UNICEF and the United Nations Development Programme (UNDP) brought together 33 participants from the Ministry of Education, the Ministry of Labour, the Ministry of Youth, Ministry of Social Welfare, the State Council for Child Welfare, local parliamentarians, religious leaders, lawyers and judges to review policies on corporal punishment in schools. As a result, participants agreed to a ban on all kinds of corporal punishment in schools and proposed several alternative methods to be implemented in classrooms. West Darfur In support of education activities in Mornei, Umshalaya, Krenik, Furbarnga, Habila and El Geneina localities, UNICEF provided Save the Children-US with 304 student material kits, 304 classroom kits and 152 recreation kits. Education supplies have been provided by UNICEF to the NGO Solidarite to provide support to 37 nomadic and resident schools in the area of Nyertiti and Jabal Marra, benefiting approximately 9,050 students. Health and Nutrition WHO's emergency unit with the support from ECHO regularly monitors the flow of free hospital services for IDPs. In the three Darfur regions, monitoring and assessment visits are regularly carried out in hospitals and health facilities to ensure free services to IDPs. From January 2007 to date, more than 130,000 IDPs availed of free services from the hospitals in Darfur. WHO and ECHO assist to enhance services and become more accessible to the displaced people. WHO continues to provide technical support to the SMoH through supervision and guidance for hospitals, and various training for its staff on standard treatment protocols, patient care practices, and health systems management, among others. North Darfur In collaboration with the State Ministry of Health (SMoH), the World Health Organization (WHO) and UNICEF successfully immunized around 10,000 children under 5 years old in the gap areas in North Darfur (namely Dabatoga, Abu Gamra and Tina). These areas were not covered during the Polio National Immunization Days in October due to security reasons. WHO and its health partners completed the spraying campaign in Abu Shouk IDP Camp first week of November. The campaign which started on 26 October targeted flies, mosquitoes and other insects. The vector spraying campaign covered 28,218 shelters, 2,663 latrines, 2,504 baths and 2 markets in the camp. To help improve the primary health services, WHO has continuously worked with the SMoH in the rehabilitation of health facilities around North Darfur. WHO with SMoH worked on the completion of the physical rehabilitation of the Um Kadoya health clinic. Due to security reasons and limited ground movements, the monitoring of the rehabilitation progress is being done through the community committee on ground. The rehabilitation work has now reached 80% and will be completed in two weeks. South Darfur The effective and coordinated response to the outbreak of Hepatitis E in Otash and As Salam IDP Camps has led to the decrease in incidence of Acute Jaundice Syndrome (AJS) cases and to date, only sporadic cases are being reported. West Darfur UNICEF has provided anti-malaria medicines to the NGO Tear Fund, which will cover their needs for one month in the area of Beida. Non-Food Items (NFIs) This week, the United Nations Joint Logistics Center (UNJLC) replenished non-food items (NFIs) to 18,500 households in Mornei IDP Camp (West Darfur) and to 14,345 households in Abu Shouk IDP Camp (NorthDarfur). In South Darfur, Common Pipeline distributions are resuming slowly. UNJLC worked with Humedica to support 22 newly-displaced households with NFIs and with Oxfam to support 3,206 newly-displaced households in Um Dukhun. In South Darfur, two schools run by national NGOs in Mosi and Dereg IDP Camps were provided with plastic sheeting for their roofs and sleeping mats for the children to sit on. Water and Sanitation West Darfur After the postponement of activities due to insecurity earlier this year, UNICEF has restarted the drilling of boreholes in the Jebel Moon area. Working with the organization International Aid Services (IAS), the drilling of 20 boreholes started in Seleia and non-government controlled areas.
