OCHA Situation Report Week 46
Southern Sudan: Humanitarian Action, Recovery, and Development
20 November 2007
Source: UN Office for the Coordination of Humanitarian Affairs
Summary/Highlights
- Ministerial Briefing of the Cholera Preparedness and Prevention Group
held 16 November (OCHA EP&R)
- Reports of 890 households displaced from Rumaker in Northern Bahr El
Ghazal (RCO).
- ACF-F is opening an office in Malualkon (Northern Bahr El Ghazal) to
implement nutrition and food security projects in Aweil East County
(RCO).
- UNHCR assisted the return of 440 Sudanese refugees to Southern Sudan
in week 46
Focus on stability and security
- 42 soldiers from UNMIS protection force and UNMO Aweil staff spent
four nights in Rumaker (Northern Bahr El Ghazal) to observe the security
situation and create confidence in the North-South border area where
tension between SAF and SPLA continues. Locals demonstrated against UN
presence in Rumaker because communities and the SPLA think the UN played
a part in the Cease-Fire Political Commission (CPC) document that agreed
to the redeployment of SAF to Rumaker. The document was signed in
Khartoum between SPLM and NCP. Locals believed the UN was in the area to
prepare ground for the redeployment of SAF forces. No incidences were
reported.
Current issues
- The Ministerial Briefing of the Cholera Preparedness and Prevention
Group (CPPG) took place 16 November in Juba. About 70 people attended
the briefing chaired by the MHL&PU. Speakers included H.E.Mr Martin
Ohuru Akerruk, Minister of MHL&PU, Mr Simon Strachan, Humanitarian
Coordinator, Dr Samuel Makoy MoH GoSS and Mr Douglas-Graeme Higgins,
UNICEF Programmes Coordinator. Mr Silvas Clark moderated the event and
Dr Majak, Undersecretary MoH GoSS also participated. The objective of
the briefing was to 1) inform the audience about CPPG and its work 2)
galvanize the highest level of coordination and support during the next
Cholera season 3) brief the audience on key areas of intervention (both
immediate and medium term) 4) call for renewed commitment from
ministries, agencies, NGOs and community leaders to fully implement the
Cholera Prevention and Preparedness strategy. Prioritized points for
action were: Hygiene promotion and advocacy, improved sanitation
facilities, advocacy and legal support, pre-positioning of supplies and
coordination and information management (OCHA).
Population movements and returns
- WVI and SSRRC reported that 890 households have been displaced from
Rumaker to Lieth in Aweil East (Northern Bahr El Ghazal) due to mounting
tension and insecurity in Rumaker. The displacement took place around
26-31 October. WVI and SRRC indicated that the displaced families should
be urgently assessed and a response provided. Most urgent needs are
water, food and NFI. Agencies agreed to carry out an assessment in Lieth
on 21 November (RCO).
