DEMOBILISATION AND REINTEGRATION IN ANGOLA

The Technical Working Group on Demobilisation and Reintegration
is carrying out an analysis of the initial phase of the
demobilisation of underage military. Meanwhile, the commencement
of demobilisation for underage soldiers at Negaye Selection and
Demobilisation Centre, has been rescheduled for 13 November 1996.
In the meantime, the TWGDR is finalising a set of proposals for
the successful conclusion of the demobilisation process within
the timeframe recently elaborated by the Joint Commission.
QUARTERING
Registration
As of 4 November a total of 61,002 UNITA troops were
registered at the 15 Selection and Demobilisation Centres
(SDCs), out of which 50,921 are present at the SDCs. Of
these 14,971 have been selected for incorporation into the
new Angolan Armed Forces. Concurrently, preparations are
underway to initiate the quartering of approximately 5,500
UNITA Police personnel. On the other hand, small groups of
quartered UNITA personnel departing QAs for training and
incorporation into the security forces responsible for
providing protection to UNITA leaders in Luanda.
Military War Disabled
As of 4 November, the status of activities for the
commencement of registration, medical evaluation and
demobilisation of MWD was as follows:
- Biongue special centre: 912 MWDs have been registered,
- Mavinga, Jamba and Kavatcka: registration is scheduled to
start on 8 November.
- Cangola and Bonga: preparations are being finalised to
commence registration,
- Boa Vista: preparations for the medical evaluation are
being finalised.
SELECTION
As of 4 November the selection process was as follows:
- The first phase of selection is ongoing at all QAs with a
total of 1,008 officers, 970 sergeants and 12,993 soldiers
chosen for incorporation into the new army.
DEMOBILISATION
Technical Working Group on Demobilisation and
Reintegration-Joint Commission
During the reporting period, the TWGDR held its twenty-
first and twenty-second sessions at the premises of the
Joint Commission in Luanda. Members of this forum are
currently reviewing a set of policy and operational
recommendations aimed at facilitating the implementation of
the second phase of the UnM demobilisation exercise. Among
the issues of concern are:
- the last minute changes of UnM on final destinations,
- difficulties with the timely arrival of funds for the
payment of the first installment of the Government subsidy,
- and security for convoys transporting underage soldiers
to their resettlement areas.
Concurrently, the TWGDR is also finalising discussions on
the humanitarian assistance package for families of FMU
soldiers to be incorporated into FAA, and the rapid
demobilisation of military war disabled.
REINTEGRATION
Update on Seminar on Reintegration Initiatives
As a result of the NGO Workshop on the Formulation of
Reintegration Strategies organised by UCAH in collaboration
with IRSEM-SeCoR. On October 25, a total of 33 project
proposals were presented by 16 NGOs to the donor community
in Angola. These projects included short-term, quick impact
reintegration initiatives and long term reintegration
proposals for approximately some 28,000 demobilised
soldiers. These proposals totaling some USD 7,6 million are
based upon an analysis of the socio-economic profile and
economic expectations of the target group. UNDP through its
Quick Impact Fund will make available over USD 3 million to
support the implementation of part of these projects.
Relevant projects in agriculture, health or education with
a longer implementation time-frame have been submitted to
the donor community for voluntary funding.
SeCoR
The SeCoR social promoters for the province of Uige and
Malange completed their refresher seminar in the city of
Uige. Unfortunately, on 8 October the promoters were
detained and physically abused by National Angola Police.
The Joint Commission has been informed of the incident and
is working on mechanisms to avoid the repetition of such an
incident. Earlier this year, these social promoters (chosen
amongst candidates from the FAA and the FMU) as part of a
group of 12 individuals were trained by MINARS-IRSEM, UNDP
and UCAH, in Luanda.They thus became responsible for
maintaining the receiving communities aware of the
intricacies of the demobilisation process and -guide-
demobilised soldiers through the different phases of their
social and economic reintegration.
NATIONAL RECONCILIATION
Joint Commission
During its 42nd session, the JC approved a new calendar of
activities to be fulfilled during the month of November.
Among the tasks delineated are the following:
- Completion of the quartering phase by 15 November,
- Conclusion of the withdrawal of FAA to the nearest
barracks by 10 November,
- Completion of the formation of the new FAA by 15
November,
- Commencement of the demobilisation of excess troops by 15
November,
- Continuation of the programme for the disarmament of the
civilian population,
- Formation of the Government of National Unity and
Reconciliation as of 20 November,
- Final agreement on the special status of the UNITA leader
by 20 November and Normalisation of state administration by
10 December 1996.
