HUMANITARIAN OPERATIONS IN ANGOLA
Period covered: 13-19 April 1998
The information contained in this report was provided by the United Nations
Humanitarian Assistance Coordination Unit in Luanda (UCAH)
GENERAL SITUATION
During the reporting period, the general situation remained the same as
stated in the last report with significant political developments
registered on one side, while on the other hand continuous acts of violence
are still causing insecurity on the ground, particularly in Malange,
Benguela and Huila Provinces.
The Special Representative of the Secretary General spent two days visiting
to Benguela Province where he told the press that after the Chongoroi
attack on 27 March, the Joint Commission has requested the Government to
combat the perpetrators of the insecurity.
In order to accomplish the final tasks regarding the extension of State
Administration in the identified sensitive areas, the Minister and
Vice-Minister of Territorial Administration (also Head and deputy head of
Government delegation to the Joint Commission) traveled on 15 April to
Bailundo and Andulo, respectively, along with the Provincial Governors of
Huambo and Bie Province. The negotiations there with UNITA in order to set
up the modalities and dates for the extension of State Administration in
Bailundo and Mungo (Huambo Province) and Andulo and Nharea (Bie Province).
However, the meeting did not accomplish the expected results. The UNITA's
Vice-President Antonio Dembo who has been in Luanda since the beginning of
this month, met with relevant Government authorities, namely, the President
of the Parliament, the Minister of Internal Affairs and the Commander of
Angolan National Police during this period. Security matters for members of
UNITA leadership and other issues related to the national reconciliation
were raised.
GENERAL HUMANITARIAN SITUATION
The overall humanitarian situation remains stable despite some relief
activities not being carried out because of the insecurity. Humanitarian
organisations have been very concerned with the increased remining and acts
of violence which are leading to the 93 stand by 94 of their programmes at
certain locations in the country.
Preparations are underway for the oncoming visit to Angola of the Under
Secretary General of the Office of Coordination of Humanitarian Affairs
(OCHA), Mr. Sergio Vieira de Mello, and the arrival of the new Humanitarian
Coordinator and Director of UCAH.
HUMANITARIAN ACTIVITIES
Resettlement of Internally Displaced Persons
Benguela Province: A joint MINARS/IOM assessment mission for the return of
IDPs concluded that the displaced persons at the three IDP camps in Dombe
Grande commune and in Baia Farta municipality, do not intend to go back
until the security situation is solved in their areas of origin. The
mission recommended a joint visit with the leaders of these IDPs to the
areas of origin in order to prepare them to reach their communities.

Status of Appeal and Emergency Requirements
As of 14 April 1998, on the basis of information received by donors and
appealing agencies, the response to the 1998 Appeal is beginning to gain
momentum with USD 10,413,382 having been contributed, representing,
however, only 11,4 percent of the requirements (USD 91,200,142). These
contributions from donors include: USD 7,606,700 received as food aid by
WFP, USD 1,000,000 for WFP special operations, USD 611,104 for UCAH general
coordination and field coordination and USD 37,044 for UNHCR repatriation
and reintegration of Angolan refugees. Therefore, immediate funds are
required by IOM (USD 3,400,000), UNHCR (USD 16,000,000), WFP (USD
3,443,883) and UNICEF (USD 1,932,349). These critical requirements are to
maintain the repatriation and reintegration of Angolan Refugees, the
non-food items transport and Passenger Air Service funds managed by WFP on
behalf of the humanitarian community, the three IOM's project components
and the Emergency water and sanitation UNICEF's project. Failing this
timely support from donors, UNHCR will be compelled to precipitate the
hand-over of all its projects to Government counterparts in area where the
State Administration has just been extended.
