POLITICO-MILITARY SITUATION
As reported locally through various news media in Dakar, President Vieira
and Brigadier Asoumane Mane spoke yesterday and agreed on their willingness
to negotiate.
Most recent sources available locally indicate that President Vieira and
Brigadier Asoumane Mane were en route today to Abuja, Nigeria. In their
meeting in Banjul their main points of discussion included:
Prolongation of the cease-fire,
Re-opening of the Bissau airport,
Creation of a Government of National Unity.
HUMANITARIAN IMPACT
Prabis/Cumare: The needs of some 70,000/80,000 IDPs remain urgent.
Fortunately, the transport of food aid is beginning to reach Cumare (see
below).
UNHCR has recently provided details concerning refugees from Guinea Bissau
currently resident in Senegal, the Gambia and Cape Verde (see Situation
Report dated 28-29 October). In addition, UNHCR reports an estimate of
about 2,000 refugees in Guinea Conakry.
HUMANITARIAN RESPONSE
Food Distribution
Bissau: Situation Report dated 28-29 October reported that 30 MTs were
successfully delivered to Prabis. WFP confirms today that an additional 60
MTs reached its destination yesterday (total 90 MTs to date).
Bafata: Situation Report dated 28-29 October announced the arrival of 109
MTs to Safim transferred by Caritas. At 8:30 a.m. this morning, the
balance of the 150 MTs planned as pre-positioning (41 MTs) left Bafata for
Safim. This has also been delivered by Caritas.
