USAID/OFDA Kosovo Disaster Assistance Response Team (DART) Update
December 3, 1998

Non-food Pipeline Report Released by NGOs

The report tabulating non-food pipeline data for NGOs working in Kosovo
compiled by Mercy Corps International (MCI) and Catholic Relief Services
(CRS) was released on November 30. The report details the quantities
available for designated non-food relief items, which NGOs have the
designated relief items, the targeted beneficiaries, the locations of the
projected distributions, and which NGO/NGOs will be making the distributions.
The report indicates NGOs currently have on hand or in the pipeline, 384,610
blankets, 129,650 pads/mattresses, 28,830 stoves, 109,970 boots, 48,258 pairs
of shoes, 184,358 pieces of clothing, 459,385 hygiene kits, 520,000 sanitary
napkins, 105,000 baby hygiene kits, and 37,380 water containers. An MCI
representative told the Kosovo DART that the data would be updated if
additional information is submitted.

UNHCR Opens More Fuel Stations

At the security sharing meeting on November 30, the head of the UNHCR mission
in Pristina announced that UNHCR has opened three additional Jugo-petrol gas
stations in Prizren, Klina, and Mitrovica. Previously UNHCR only had access
to three stations all of which were in Pristina. The UNHCR representative
said these stations are for use not only by UNHCR but also by the NGO
community. This is important because it allows for greater travel range and
flexibility for UNHCR and NGO vehicles.

UNHCR Adds More Convoy Leaders

Danish refugee service informed the Kosovo DART that they are providing eight
additional convoy leaders to UNHCR. This will bring the total number of
UNHCR convoy leaders in Kosovo to 17. It is expected that the number of
convoys will increase as P.L. 480 Title II food commodities arrive and food
and non-food commodities begin to be distributed from regional distribution
hubs in Pec, Prizren, Mitrovica and Pristina.

UNHCR Calls for Logistics Coordination at Regional Hubs

At the convoy logistics meeting on November 30, the head of the UNHCR mission
in Pristina, asked that the World Food Program (WFP) and NGOs begin
coordination meetings for food and non-food distributions at the regional
hubs in Prizren, Pec, and Mitrovica. This coordination at the local level
will provide WFP and NGOs with more flexibility in planning future aid
distributions. An MCI representative indicated their field office in Pec is
already beginning to coordinate logistics with the UNHCR Pec field office.
