Since issue of the original Sudan Flood Relief Appeal AFSD93 on 1 September 1999, there has been further flooding and destruction in several areas including in and around the greater Khartoum area. The continuing heavy rains have exacerbated the situation of the most vulnerable, especially of the internally displaced persons (IDPs) living in the camps. Among the damages caused by the floods are the shelters used by ACT member, the Sudan Council of Churches (SCC) for its various activities for the displaced in the Jebel Aulia IDP camp, one of four official camps in which SCC has been working. With their mud houses destroyed and the weather getting increasingly cold, the IDPs need protection. SCC therefore proposes to reconstruct these low cost shelters as well as provide blankets to the most needy IDP families in the Jebel Aulia IDP camp. In recent weeks, floods have also caused severe damage in the Kadugli and Pibor areas where SCC proposes to provide shelter materials and medical assistance to the most vulnerable flood affected persons. As the Appeal has already received a cover of US$ 109,597, an additional US$ 106,110 is being requested from the ACT network to help fully meet the revised target amount of US$ 215,707. In 1972, the Relief and Rehabilitation Commission was created to assist the returnees from the neighbouring countries and the internally displaced people (IDP) after the Addis Ababa Agreement. Thereafter, in 1985 the Emergency Response Programme (ERP) was established to respond to the numerous emergencies in the country. SCC now has 14 member churches through which it works in the various regions. The churches are involved in planning and implementing the SCC/ERP through the inter-church committees (ICC). The ERP also works with other SCC units, such as the Health Unit, with which it co-ordinated a response to the outbreak of watery diarrhoea among the displaced in the Greater Khartoum, in 1996. Again in 1998, it co-ordinated with the Youth and Women's programmes as well as with ACT member Norwegian Church Aid (NCA) in providing food and non-food assistance to famine affected people in Wau, Bahr El Ghazal Region. DESCRIPTION OF THE EMERGENCY SITUATION Background The current war, the droughts and floods have displaced 1.8 million (Operation Lifeline Sudan - {OLS}1998 Annual Assessment Report) people from Southern, Western and Eastern Sudan to the Greater Khartoum (Khartoum North, Khartoum South and Omdurman) which form the capital city of the country. 1999 has been an exceptional year for floods in the Sudan, affecting Khartoum, Gezira, Dongola, Kadugli, Pibor and Juba to mention only a few. JEBEL AULIA IDP CAMP Current situation The rains in and around greater Khartoum continue to fall. On 5 October 1999 heavy rains and strong winds in Jebel Aulia camp caused destruction to houses, shelters, schools and latrines and claimed lives as well. A team from SCC's Northern Region went to assess the situation. Impact on Human Lives Four people were reported dead and four others were injured as a result of their houses and shelters collapsing on them. Although the general health situation appeared to be normal according to the assessment, lack of food is a major problem for the IDPs. However, there were no reports of deaths due to starvation. Description of Damages The structures affected as reported by the assessment team of Northern Region included: 45 houses completely destroyed 20 houses had their roofs seriously damaged 22 newly erected IDP shelters were destroyed 10 classrooms in 6 schools were destroyed 15 latrines collapsed In addition, the shelters used for SCC*s programmes for the displaced in the Jebel Aulia camp were all destroyed. Location for the Proposed Response Jebel Aulia is one of the four official IDP camps where SCC has set up centres for supplementary food programme, wet feeding programme, targetted food distribution and school feeding programme as well as for tuberculosis treatment, laboratory and womens* training programme. Repairs and reconstruction of the flood affected infrastructures will enable SCC to fully resume project work and thereby reduce further suffering of the IDPs. Disaster and Emergency Statistics The above statistics were the result of an immediate assessment undertaken in the area by SCC Northern Region. The damages are expected to be higher when other mud houses affected and weakened by the water, start to collapse. GOAL and OBJECTIVES The project aims to fully resume as quickly as possible, activities for the IDPs, disrupted by the floods. Specifically the objectives are to: Repair and reconstruct the flood damaged and destroyed centres used by SCC for its various programmes in the Jebel Aulia IDP camp. Provide blankets to 1,060 IDPs whose houses have collapsed in the floods. BENEFICIARY INFORMATION The beneficiaries most affected by disruption in SCC*s programmes in the camp include: 100 children who are registered for wet feeding, 300 who are registered for supplementary feeding, 200 TB patients and 70 persons - average daily laboratory attendance. In addition, 1,060 flood affected IDPs will receive blankets. PROPOSED ASSISTANCE and IMPLEMENTATION SCC Northern Region will reconstruct the damaged and destroyed infrastructure which include 2 Wet Feeding Centres, 1 Supplementary Feeding Centre, 1TB room and the Laboratory which also doubles up as the Womens* Training Centre. Repairs to these structures are essential for SCC to fully resume its programme activities which target the most vulnerable among the IDPs. In addition, 1,060 IDPs whose homes collapsed in the floods will be given blankets to protect them from the approaching chilly weather. SCC staff and volunteers from the member churches will screen and register beneficiaries targetted for blanket distribution. SCC/ERP National Office will monitor the distribution and report on the end use of the resources. ADMINISTRATION, FINANCE, MONITORING & REPORTING The General Secretary heads the SCC and is responsible for all the programmes of the Council. The ERP National Coordinator in co-ordination with the PHCP National Coordinator will supervise the implementation of the project. The funds will be controlled by the Finance Department and all purchases as well as payments will have to be endorsed by the ERP National Co-ordinator. The final authority for the release of any funds rests with the General Secretary or his Deputy. The ERP National coordinator will monitor and report on the project activities to ACT. IMPLEMENTATION SCHEDULE The activities described in this proposal will be spread over three months and activities will include finalizing beneficiary list, registration, procurement of non-food and other listed items. The overall time frame for the revised appeal is now envisaged as nine months. COORDINATION SCC coordinates with all the NGOs in Khartoum and is closely collaborating in Jebel Aulia with the NGOs working in the area and Khartoum State Humanitarian Aid Commission (HAC). KADUGLI & PIBOR DESCRIPTION OF THE SITUATION Current Situation Kadugli town and the surrounding areas experienced heavy rainfall for seven hours during the night of 16 through 17 October 1999. The run-off water coupled with water overflow from three main streams in the area resulted in floods. The floods caused substantial damage to the main residential and squatter areas, farms and clean drinking water sources. On 19 October Pibor faced the worst floods for over 30 years which brought life to a standstill after one week of uninterrupted heavy rainfall. Impact on Human Lives The floods have had disastrous effects on human life. Although there were no reported deaths in Kadugli, the people affected have completely or partially lost their household belongings. A total of 18,841 persons, about 30 percent of the total population of 64,000 have been affected by the floods. Male 6,293 (33%) Women 6,764 (36%) Children 5,784 (31%) Cases of water borne diseases like diarrhoea, malaria and chest infections have drastically increased. In Pibor, a total number of 14,971 families (about 74,855 persons) out of a population of 95,190 persons have been affected with most being displaced to higher ground. There is also an increase in water borne diseases in this area. Description of Damages Kadugli suffered extensive damage with 913 houses completely destroyed and 1,933 damaged, along with public buildings and facilities including 22 schools, a clinic, a factory, 9 mosques, 3 churches and 50 water hand pumps. In Pibor, floods submerged most of the province, wiping out livestock, wildlife and destroyed schools, health centres, roads, buildings and properties. Location of Response Kadugli is a town in the Nuba Mountains of the Southern Kordofan State in western Sudan. The Nuba Mountains have been in a continuous emergency situation caused by the on-going war and the area is one of the poorest in the country. This year about 2,000 families benefited from rehabilitation inputs in the form of seeds, agricultural hand tools and food for work funded by ACT member Dutch Interchurch Aid as part of ERP*s annual programme. However, the farms have now been destroyed by the floods. Pibor, located to the east of Jonglei (bordering Ethiopia) competes with Kadugli as one of the poorest areas in the country and is seriously affected by civil strife. GOALS & OBJECTIVES To provide life sustaining assistance to the 608 flood affected families in the form of plastic sheeting and tents for shelter and 1,216 blankets as well as medical care. BENEFICIARY INFORMATION & TARGETTED AREAS The targetted beneficiaries are 608 of the most vulnerable families affected by floods who will be provided with tents, plastic sheeting and blankets along with medical care. The blankets are very necessary as the chilly weather has already begun and these families have no roofs over their heads are exposed to the cold. IMPLEMENTATION SCC Western Sudan staff, ICCs and volunteers from member churches will screen and register beneficiary families and distribute tents, plastic sheeting and blankets. SCC*s Primary Health Care Programme will provide medical care to the sick. ERP National Office will monitor the distribution and report on the end use of the resources. It also collaborates closely with the local authorities in the area, including South Kordofan State Humanitarian Aid Commission (HAC).
