Source: UN Office for the Coordination of Humanitarian Affairs The following information is based on reports from the UN Country Team and humanitarian partners in Tbilisi and North Ossetia, as well as information received from countries involved in the humanitarian response. 1.0 General Humanitarian Overview 1.1 In Gori, the number of IDPs continues to grow on a daily basis, as more IDPs arrive from Tbilisi. There are now approximately 4,200 IDPs residing in Gori (1,500 in the tented camp, 2,370 in host families and 2,300 IDPs in 28 collective centers). 1.2 A taskforce has been initiated to support the Gori camp in the implementation of camp management strategies. Efforts will be made to ensure close linkages between coordination groups in Tbilisi and emerging coordination structures in Gori. 1.3 A recent inter-agency assessment to the town of Kareli and the villages of Breti and Ruisi, north of Gori, reported gradual returns to homes in the area and a gradual resumption of public services. However, of concern among the returnees is the overall security situation in the area. 1.4 Efforts continue to be made to deliver humanitarian aid to villages north of Gori. However, the majority of the villages remain inaccessible, particularly in the Kareleti and Variani area. After negotiations between local authorities and military officials, food was delivered for the first time to the village of Perevi located in Sachkhere district of Imereti region. 1.5 According to the most recent report from the Russian Federation's Ministry of Emergency Situations (EMERCOM), 7,199.19 MT of relief items have been delivered to Tskhinvali in South Ossetia, including 2,519.5 MT of food, potable water, 98.95 MT of medicines, 30.84 MT of medical equipment, 115 MT of disinfection and washing supplies, 260 large tents, 2,784.4 MT of construction materials, 21 water purification units, 49.8 MT of fuel, and 667 MT of other goods and materials. 1.6 EMERCOM reports that 29,108 people have returned to South Ossetia from the Russian Federation. An additional 6,828 people are still staying with relatives in North Ossetia. There are no more people accommodated in temporary shelter facilities in the South Federal District of the Russian Federation, and the facilities have been closed. 1.7 EMERCOM reports that a total of 8,007.09 MT of relief items have been delivered to North Ossetia, including 2,495.2 MT of food, potable water, 75.88 MT of medicines, 31.72 MT of medical equipment, 109.67 MTs of disinfection and washing supplies, 58 generators, 3,206.88 MTs of construction material, 26 water purification units, 748 large tents, 22.8 MTs of bed linen, 1,147.7 MT of fuel and 302.8 MT of other humanitarian goods. 2.0 Coordination and Humanitarian Response in Georgia - Sectoral Updates 2.1 FOOD Lead Agency: WFP Participants: ACF/ACH, CARE, SCF, WVI, MercyCorps, NRC, Premiere Urgence, Caritas, CHF. Humanitarian Response & Achievements - WFP and its partners have provided food assistance to over 138,000 IDPs and conflict-affected local populations. - The second round of food distributions initiated on 26 August carried out by WFP in cooperation with World Vision International, CARE and Save the Children reached approximately 110,480 IDPs and local populations in conflict affected areas. The next round of distribution is underway, including preparations for distribution in other areas of the country. 2.2SHELTER AND NON FOOD ITEMS Lead Agency: UNHCR Participants: CARE, Counterpart, DRC, IRD, NRC, Oxfam GB, SDC, IOM, SCF, WVI, CHF, UMCOR Humanitarian Response & Achievements - The Georgian Government with the support of Shelter Coordination Group has elaborated a draft strategy to cover temporary and durable shelter needs of IDPs. - The strategy contains a three-pronged approach, which will benefit an estimated 10,000 families (approx. 40,000 individuals) this winter. Planned actions include the rehabilitation and winterization of public buildings that will serve as collective centers, support to host families and rental subsidies for IDPs in private accommodation. - Discussions continue between the Shelter Coordination Group and the Government on durable solutions for IDPs who will not be able to return in the foreseeable future. - WASH facilities and monitoring services have been implemented in the Gori tent camp in coordination with the IRC, including the setting up of 50 latrines, 25 showers and 5 water tap stands.
