1.0 General Humanitarian Overview in Georgia - The occurrence of house
burnings and lootings by South Ossetians seems to have reduced in the
Russian controlled areas North of Gori in recent days. There are still
reports of villagers spending the night in fields due to fear of attacks.
Also the concerns of the local population regarding the presence of
explosive remnants of war are hindering access to fields and property.
- While humanitarian access to the Russian controlled areas North of Gori
has improved in the last two weeks, South Ossetia remains out of reach for
all humanitarian actors except ICRC.
- The Government of Georgia has shared plans with the international
community regarding the construction of 4,496 houses in Gori, Mtskheta,
Kaspi and Kareli for IDPs who will not return in the medium term. The
construction of these housing units will partly be funded by bilateral
donors. The plan is to provide houses at 60m2 each including
infrastructure and internal equipment.
- On 30 September, Javier Solana, the EU High Representative for Common
Foreign and Security Policy visited the newly-deployed EU Monitors in Gori
and was given a briefing on the Gori tented camp by UNHCR.
- The European Union Monitoring Mission mandated by the ceasefire
agreement is preparing the deployment of 350 international monitors, with
200 of them to be deployed by 1 October.
- The draft of the Flash Appeal revision has been finalised and will now
be circulated with the appealing organisations' Headquarters. The Flash
Appeal revision is scheduled to be finalised by Friday, 3 October, after
the Inter-Agency Standing Committee at headquarter level had two days to
comment.
