KEY DEVELOPMENTS
IDF denies clearance for UN convoys for south
Three convoys of humanitarian supplies were planned for Naqura, Ramaich
and Tibneen today, however only the convoy for Tibneen departed as no
security guarantees were provided by the IDF for the Naqura and Ramaich
convoys. Joint UNICEF/UNRWA convoys are planned for Tyre and Saida on 2
August.
UNIFIL mandate extended by one-month
The Security Council unanimously supported the extension of UNIFIL s
mandate for a period of one-month
SITUATION OVERVIEW
Displacement Update
1. As of 31 July, the Government of Lebanon reports that 784 people have
been killed and 3,240 people injured. The government also reports
787,649 internally displaced. The majority of the displaced continue to
be located in Beirut, Tyre (Sur), Sidon (Saida), the Chouf mountains,
and the Alea region.
2. As a result of ongoing violence, the population of many villages in
the UNIFIL Area of Operations (AO) in south Lebanon has fled northwards
to safer areas. Information on villages that UNIFIL have managed to
access is listed below. The details of other villages are not known at
this time. It is estimated that 20-25% of the population in UNIFIL s AO
continues to remain, with the rest having fled.
3. According to WHO, while the majority of displaced in Lebanon are
staying with relatives and friends, an estimated 125,000 are located in
schools and public institutions. Additionally, an estimated 210,000 have
fled to neighboring countries. The government estimates 913,760 people,
or a quarter of the population, have now fled their homes; in
comparison, UN estimates 800,000 people in Lebanon have been displaced
by the conflict one-fifth of the entire population. Some 115,000 TCNs
from some 20 countries continue to remain trapped in Lebanon. In Syria,
UNHCR have reported an estimated 150,000 Lebanese and TCNs, with
approximately 5,000-to-10,000 arrivals each day.
4. The 20-day-old conflict has caused extensive damage to residential
areas and key civilian infrastructure, including bridges and road
networks, hampering relief operations and leaving entire communities in
the south inaccessible. An Israeli air-strike on a power plant on the
outskirts of Beirut has caused a major oil spill raising alarms of a
possible environmental crisis.
5. Prices for basic goods are skyrocketing and there is an increasing
lack of essential goods, with needs particularly acute in villages along
the Israeli-Lebanese border. Hospitals in the south are reporting
shortages of electricity due to lack of fuel and generators.
6. UNDP reported that an estimated 30,000 people started to
independently vacate the conflict area in southern Lebanon and about
10,000 IDPs reached Sidon (raising the total to about 120,000) and 300
to Tyre (raising the total to 31,000) over the past two days, while
others proceeded to Beirut and Rashaya.

SECURITY
7. Security Phase IV remains across the country. Heavy clashes have
been taking place in southern Lebanon between Israeli troops and
Hezbollah fighters, after Israel vowed to widen its ground offensive.
Some of the fiercest exchanges of fire are reported to have taken place
around the central border village of Aita al-Shaab. Israeli warplanes
are also reported to have struck the village of Kfar Kila, about 2km
from the Israeli border. The UN said Israeli forces had crossed into
Lebanon near the village of Houla, just south of Kfar Kila, in a fresh
incursion on Tuesday morning.
8. One artillery round from the Israeli side impacted directly on a
UNIFIL position in the general area of Mays Al Jabal early this morning,
causing material damage, but no casualties. There were eight other
incidents of firing from the Israeli side close to UNIFIL positions in
the general area of Hula last night and this morning. It was reported
that Hezbollah fired mortar rounds from the vicinity of three UNIFIL
positions in the area of Tibnin, Hariss, and At Tiri.
9. The Israeli army says Hezbollah fired several mortar shells at
northern Israel on Tuesday, but no rockets since the previous night.
HUMANITARIAN SITUATION AND INTERNATIONAL RESPONSE
10. The outline of the Humanitarian Operational Plan for Lebanon was
circulated to Cluster Heads today to define operational plans based on
five main projected scenarios for the upcoming two months. These
scenarios include: a continuation of hostilities, a humanitarian truce,
a cessation of hostilities, a ceasefire and an intensification of
hostilities. Clusters will define what their priority activities,
locations; target population and resource requirements would be for each
scenario. The Plan will be completed by the end of the week.
11. To date, WFP has deployed 20 staff to Beirut in response to the
escalating crisis. Support structures have also been established in
Damascus, Syria and Larnaca, Cyprus. WFP is currently prioritizing
assistance to 95,000 displaced people seeking shelter in schools and
public institutions in Beirut, 165,000 people in the heaviest-hit areas
in southern Lebanon and 50,000 of the approximately 140,000 people in
Syria who have fled the conflict.
12. WFP mobilized major international NGOs involved in the food aid
sector today to share plans on current and planned activities. A joint
food assessment is being planned. To date 1,400mt of the projected
10,000mt for the Lebanon operation are in-country.
13. To date, UNICEF has delivered tons of emergency supplies within
Lebanon, including family water kits for nearly 75,000 IDPs, soap for
nearly 90,000 IDPs and water purification tablets for almost 65,000
IDPs. Today, as part of the UN convoy to Tebnine, UNICEF is sending two
trucks with 10,000 liters of drinking water and one truck with 60 water
kits including soap and purification tablets for 600 families (4,200
people).The Lebanese Red Cross will distribute the goods to a number of
villages surrounding Tebnine including Qana and Majdl Silm.
14. WHO is mobilizing staff to deploy to South Lebanon to serve the
health needs of affected population. The organization is also planning
to open an emergency office in Cyprus to support the MoH in managing the
public health aspects of the influx of refugees and Third Country
Nationals arriving from Lebanon. Interagency rapid needs assessments
will soon be conducted in two newly established temporary shelters. The
two teams will comprise experts from UNICEF, UNFPA, WHO, and the Red
Crescent. WHO will also produce a weekly mortality and morbidity
summary, which will be widely disseminated to all health partners.
15. To date, the Caritas Migrant Centre has provided more than 4,000
migrants and refugees with shelters, basic needs, hygienic supplies,
psychological and medical assistance and other relevant needs. The
Lebanese government also requested the centre to help take care of
foreign and migrant prisoners. Some 600 prisoners thus far have been
released from different prisons in targeted areas and sent to Caritas
shelters.
16. A unit of 22 technical and logistics staff and nine trucks, plus
support vehicles, from the Swedish Rescue Services Agency arrived
yesterday in Damascus from Gothenburg, with another airlift scheduled
for today. The truck drivers, mechanics, instructors and medical
personnel, together with the trucks and a mobile service station, will
soon continue their travel to Lebanon where they will remain for the
next three months to provide essential services in support of WFP's
logistics operation.
FUNDING
17. OCHA's Financial Tracking Service (FTS) today reports just over
$24.5 million in pledges and commitments against the $150 million Flash
Appeal for Lebanon launched last week. Pledges ($12.4 million) and
commitments ($12 million) thus far have been earmarked for coordination,
health and shelter sectors. Donor commitments have been received from
the US, the private sector (individuals and corporations), Denmark,
Norway, Australia, Canada, Ireland, Singapore. Donor pledges have been
received from Sweden, Spain, Germany, Finland, Luxembourg, Italy,
Estonia and Slovenia. While these initial figures indicate only 16% of
Flash Appeal needs have been met, large quantities of bilateral aid have
also been pledged outside the appeal with a current estimated $57.9
million in commitments and $239.6 million in pledges.
